1 Does the threat control effect actually work because I never notice any difference

2 Do the plasma generating cons stack?
What I mean is will adding more cons increase the chance of a plasma explosion

Yes to both your questions, but aggro is more than just modifying the threat control stat. It also relies heavily on damage dealt and other factors. Best to ask a proper threat tank player.
