Low-Level Romulan/Reman and Winter Wonderland

As I understand it, Winter Wonderland is supposed to be available to characters level 5 and up. However, I have a level 7 Reman who can't seem to access it in any way.

When I open up the message from the mission journal, it lacks the transwarp button that all of my other characters have. I don't believe a character at this level has "discovered" New Romulus yet, and obviously has not declared allegiance to either the Federation or the Klingon Empire, so in spite of supposedly being the appropriate level, they cannot visit the Winter Wonderland.

Is there a way to get there that I didn't figure out yet, or is this yet another of those oversights that Cryptic occasionally seems to fumble into? There isn't a Q at the Flotilla, right?

    I wouldn't say fumble. It's probably designed that way actually. Get to 10, choose an ally, WHEEE!!!!! You may now enjoy the magnificence of Q.

    For the romulan fraction you have three ways to get to Q, all of which require you to be at least level 10. New Romulus or your allied factions HQ.

    To get from 7 to 10, thats like a few hours of playing?

    maybe only 1. but really you want to get there ASAP anyways since below 10 is basically extended tutorial..

    Meh.

    It IS a fumble... to say it is open to characters over level 5 EXCEPT a certain faction is yet another example of not thinking things through. Either provide a way for Romulan faction people to get it at 5, or make it the same level for everyone (like 10). To design it that way on purpose invites criticism from people who make unpleasant accusations on this forum which I am sure we have all seen. Don't be an apologist.

    I wasn't prepared to play through multiple missions with this character this week, but I wanted to get started on the event for the sake of convenience. I have limited time and other characters I am working on. All the arguments of "it's only x much time" are moot... the point is: You can do it at level 5... unless you are X faction. SURPRISE! Now you get to miss out or get to work playing something you didn't want to.

    ^this. The ship is an account wide unlock, why would you specifically level a Romulan to level 5 JUST to do this event, if you have other characters that you want to play and you have no intention of playing said romulan?

    Also, Cryptic does not seem to really consider Romulans it own, full faction, so there is that.
