Why is PvP dead...or is it?

I've been reading in various posts that PvP gameplay in STO is dead. I myself do not engage in it. I'm a PvE player. But I'm curious as to why this is the impression. Or is that the overall impression?

PvP is dead for 2 reasons.

    1. Player ships are geared for Uber-HP NPC's. Players do not have such HP, so player ships aren't levelled accordingly in stats, resulting in alot of vaping.

    2. Spawn Camping! Even before vaping was possible, the enemy would just camp at spawn sites and whoop you before your ship had even powered up 20%!
"You don't want to patrol!? You don't want to escort!? You don't want to defend the Federation's Starbases!? Then why are you flying my Starships!? If you were a Klingon you'd be killed on the spot, but lucky for you.....you WERE in Starfleet. Let's see how New Zealand Penal Colony suits you." Adm A. Necheyev.

Because all those OP goodies that people use in PvE pretty much break all the PvP balance.

    My list of grievances:
Placates - Not needed ever. Don't understand the obsession with having them in the game.
Debuff clearing outside of ST/TT/ET/HE - Not needed in PvE, but we have them, and they pretty much threw science builds under the bus.
New resistance reduction on target powers - Combine with X one shot skill for easy kill.
Neutronic torpedo + TS3 (Still packs too much of a punch in PvP)
Immunities - You can pretty much get 15+ seconds of immunity of you time them right.

I used to play hours of PvP each day before DR hit. Once DR hit, things went south very quickly. Now I try maybe once or twice a month. It's not fun anymore with all the junk that's been added.

Well, the queues don't pop as frequently as they used to for one.

Ker'rat, is hit or miss, sometimes it's completely dead in there.

Arena is about the only PvP queue that reliably pops (even then it takes a long time !) and something to note is that there are 2 Arena options, one that allows for "premade teams", and the other that only allows groups of 2 to team together.

The Premades Arena queue will pop if you have patience, while the No premades Arena queue never, ever, pops.

Cap N Hold, rarely pops. I loved Cap n Hold, but seems the remaining PvP'ers are only interested in playing within the premade Arena queue.

So you want to PvP in the queues ? Be prepared to face a Premade team, or nothing at all.
    It sucks.
I don't fly with my fleet in PvP, because not many of them are interested in it. So I'm left either staying in Ker'rat which can be very dead these days, or join the premade Arena queue as a solo....No, no thanks.

    Sums it up quite well.

Truth be told, PVP was toxic and on life support well before DR hit.
With LoR balance was degraded even further than before. It's all vaping nowadays.
This program, though reasonably normal at times, seems to have a strong affinity to classes belonging to the Cat 2.0 program. Questerius 2.7 will break down on occasion, resulting in garbage and nonsense messages whenever it occurs. Usually a hard reboot or pulling the plug solves the problem when that happens.

It is hard to build a game for both PVE and PVP... few do it successfully.

Pvp is like the darknet of STO. Its there and certain groups do it but you have to find the right connections :) in all seriousness pvp CAN be fun but sadly in a controlled environment where certain things are banned. VanillaPvP had a good thing going but i think theyve all but dissolved at this point because of specializations like intel and pilot causinf some chaos
