I think there needs to be a few tweaks made to the costume/character design.
The first characteristics you look at are racial features, not simply the head. So with this you could completely design the head to toe appearance of your character. In character selection, selecting the race of your character would define most options here. However selecting Liberated Borg or Alien should give you access to more options. LB should be limited to "known" assimilated race options.
Appearance is the baseline appearance of your toon. Your racial aspects and variances to your physical form. Even as a standard race, all options should show even if "none" is the only available selection.
- Racial Class: (Based on alien selection) Humanoid (Human/Klingon), Feline (Caitian/Ferasan), Insectiod, Reptilian (Gorn/Xindi), etc.
- Head: Humanoid, Ridged, Dual lobes, Flat, Pointed, etc
- Hair: As we have now +more
- Anomaly: Horns, Antenna, etc.
- Forehead Detail: As we have now +
- Eyebrows: As we have now +
- Temple Detail: Side of the head detail
- Cranium Detail: Back of the head detail
- Eyes: As we have now +
- Nose: As we have now +
- Snout: Reptilian, Avian, etc.
- Ears: As we have now +
- Mouth:
- Snout:
- Lip: Any feature above the chin, i.e. mustache
- Chin: Any fearture below the mouth, i.e. beard
- Skin Texture: Scales, Fur, Spots etc.
- Neck: Any feature pertaining directly to the neck, i.e. serpentine, Cardassian, etc.
- Torso: Any feature pertaining to the torso, i.e. wings, spine plate/spikes, etc.
- Back: Any feature pertaining to the back, i.e. wings, spine plate/spikes, etc.
- Arms: Any feature pertaining to the arms, i.e. wings, tenticals, etc.
- Hands: Any feature pertaining to the hands, i.e. bony, claws, long nails, tenticals, etc.
- Legs: Any feature pertaining to the legs, i.e. insectoid, feline, tripoid
- Bottom: Any feature pertaining to the back end, i.e. tail
- Feet: Any feature pertaining to the feet, i.e. webbed, clawed, hooved, etc.
Body is all the slider bars. Your physique and stature. As opposed to racial characteristics these are your physical features. These measurements would be like, height, width, depth, etc.

- Eyes: Visors, glasses, eye patches and things that cover your eyes.
- Ears: earrings, ear pieces
- Face: Masks
- Neck: scarfs, necklaces, armoring and collars
- Shoulder(s): shoulder pieces
- Top: the actual shirt piece.
- Jacket: any special over-shirt option
- Chest: wraps, straps and anything that is worn on top of the "top."
- Back: Backpack, Cape, and anything specific to the back not related to chest or shoulder items.
- Arms: straps and the like
- Wrists: straps, bracers, bracelets and the like
- Hands: gloves, rings, nail polish and the like
- Waist: belts and waist wraps
- Lower: pants, skirts
- Legs: straps, garters, stockings
- Ankles: straps, anklets and stocking or socks
- Feet: footwear if any
- Badges
- Patches
- Accessories and all extra touches
All options could be tied to other selections what can be with what.
Additionally, stances should be an option you can select outside the tailor. Put the option on the character sheet or in the selector where you change outfits.

WOW was able to do a lot of character model changes because of how successful and how much money they have, Blizzard is HUGE, and probably gets more money from WOW alone then PWE gets from STO and NWO combined. they also have been around a lot longer then either game, and thus it is feasible for them to give the players a bone like that.

Also, EVERYTHING should be able to be colored with the big color palette choice, not just the small limited one that 80% has.

I think the biggest element would be adding in the skin texturing but I think it would vastly improve the other in game species as well.
The trill for example has a full head to toe spots but in the customization you can not add spots to the body or legs. Adding a skin texture system would make it vary easy to make the body match the head.
