You're asking which character we got highest first?
My general feeling in MMOs is to work on one character until I become bored, which usually happens after I've reached the maximum level, so I'm not really a good candidate for comparison here, especially since I started playing STO back during beta when Fed was the only faction you could start with.
Name: Grey Warden (given name Lomyril Mor'Loki)
Level: 60, all specializations mastered (for now)
Faction: Starfleet
Race: Alien (from back when Alien was the only way to truly customize your traits, the character name and backstory comes from the Dragon Age series of games)
The universe has a wonderful sense of humor. The trick is learning how to take a joke.
I got my delta alt to 60 in record time for me, I think two weeks max, and thats splitting time between my main characters too. He is a reman engineer, kdg aligned.

Think my fastest toon was a sci char named Zarlotte. Was b4 delta rising and during an XP weekend. The toon was speed leveled with the aid of a friend who shot me through space maps while playing episodes. I made it in a single day to lvl 50 in less than 12 hours with breaks included.
Took Zarlotte a few weeks to get to level 60 when DR hit and a year to fill all spec trees available. For me it was a bit faster, more like another 12 hours, cuz I entirely did it over the doff system.
So kinda max level with 0 grind in 24 hours (just over the duration of a year).
I think with the admiralty system as your aid you can do the same in less than 3 moths now so more like 16 hours.
Man this game really got grind free as of late.

The fastest level up I had must have been T'rela. From 1 to 50, fresh in LoR, happened really quick. Then when I started working on her from 50-60.... well, that was during a bonus xp weekend, and me and a buddy went into Argala to speedlevel back when Argala was a thing. And we did in one afternoon. I suffer from PASD (Post-Argala Stress Disorder) until this very day, and even mentioning its name makes me drool like an idiot.

this thread is not really appropriate as, there are many players who have had characters to level 50 for years but could not level higher due to the level cap.
indeed my first 3 characters didn't get to level 60 until they were 3 years in play where as my 3 delta characters were all to level 60 within a few months.
When I think about everything we've been through together,
maybe it's not the destination that matters, maybe it's the journey,
and if that journey takes a little longer,
so we can do something we all believe in,
I can't think of any place I'd rather be or any people I'd rather be with.

LOL, PASD-- I know that feeling. Getting flashbacks now that you mention it, and a cold sweat.
*deep breaths* ...breath, just breath.
Mine was my Delta recruit, went through all the episodes within a week and half - 2 weeks, level 60, no problem...but The Cardassian Struggle was reall...too real.
That was the worst of the episode arcs to get through.
Oh and while playing through the episodes, I did all the repeats necessary along the way (to get all the gear pieces, and funky weapons I like from the missions). ALL of them, it was hellish.
The Cardassian Struggle still gives me nightmares.
