In my humble opinion, only get it at a discount because it's not worth full price.
For a ship so hyped by PR, it's a big letdown. There were 8 designs featured in the contest, but the final ship has 0 customization options. The side hangar bays are purely cosmetic, and don't even open/close during combat like the blast doors on the Arbiter. Worst of all, while moving, hangar pets tend to come out of the hull.deflector/back of the saucer instead of the main hangar door.
The new frigate pets are very buggy and do not return to the ship when 'Recall' is used. When going to full impulse, they don't so they lag behind even worse than regular hangar pets. Hangar pets should get an AI update, which could have gone well together with the carrier. Instead, the new hangar pets don't even work properly compared to the old pets.
Last but not least, because of the size of the ship, it'd have been a perfect candidate for reusing the Odyssey/Aquarius bridge. Sadly, even though it would only cost the developers about 30 seconds of their time, they couldn't be bothered to add even that. Overall, the pruchase leaves a very poor aftertaste and while it is 'ok' in sofar carriers go, I see no reason to recommend it over any of the other carriers ingame. If you already have the Atrox, Breen or Tholian carrier, save money and use those instead.
I agree, its a descent ship if you get it on sale. I picked it up on Black Friday because i had enough Dilithium to get the Zen outright. Had I paid $30 for it, I would not consider it money well spent.
The biggest downside for me is the extremely disappointing performance of the Callisto Frigates. They are the big selling point of the ship and they're honestly terrible. I switched mine to Elite Swarmers and it performs better, but carriers overall are in a very bad place in STO. I like the look of the ship, its fun to fly, and with better pets you can be effective using it.
It's a good enough ship on sale, but there are many far better options for 3k Zen.
I decided to get her on sale since I had a million dilithium sitting around between characters...I like her...like seaofsorrows I too wish the Calitos were a bit better, that said...in my personal opinion they do seem like one of the better cannon wielding frigate pets (That is they actually use their front cannons more often, not to say they're better dps than others).
I havent flown it yet but I imagine it's decent if set up as a full blown particle generator torpedo boat or a drainboat. Carriers need a minor overhaul especially pets so use them as backup DPS, honestly crowd control and debuff pets are best like Yellowstones.
Think of it as a slow science ship that can take a punch and has extra pets.
I'm having fun with it tbh. I've used my Intel and Pilot specialisations, plus plenty of turn rate consoles (I think I've got 120% turn rate boost). Equipped with the Sunrise set for that extra punch and Leech, plus Adv Callistos and Elite Delta's. So, the role that suits it best is the same as the native console, which is a Science Fleet Support Assault Vessel, of sorts. However, it can go toe-to-toe with anything due to it having pets. Don't expect to get similar results if you are chasing DPS because due to it's bulk, it's a big target, so you'll need Haz Emits and Polarize Shields. I have 3 Sci Boff's giving an almost full suite of Sci abilities, and it's trait, when triggered is funny due to the sudden barrage of countdowns above the intended target's head! If you are going to use cannons, I'd recommend the Quad Cannons at MK XIV (mine are at 1.7k DPS base) with Scatter at a Grav Welled group! I wouldn't bother with any other cannons to be honest, as Beams suit this ship best. I prefer to fly at full throttle, so I also run fore and aft torps (aft being Omega Torp). I know some will try to maintain long distance with beams, but the console works best when you are with-in a group of allied ships.
As for price, well, I'm glad I got it at 2.4k, but really think it's should've been 2k max due to lack of customization, and yes the Kar'Fi (has 4/3 weapons and a base turn of 9) and Atrox (has sensor analysis and secondary deflector??) are both better ships, even at T5U. I love the design though, and the fighter pets exit through the front bay of the ship all the time for me (The ship has a forcefield over the bay at the upper hull, it's not a deflector). Never seen them come out of the deflector nor the back of the ship. It looks quite smart with the Aegis set using either the Upgrade or Number 4 skin.
Overall, as I elude too, it's a very decent ship in the right hands. 7/10 I'd give it.

I don't know if he is sure about it, but I am. It is basically a science ship deluxe in most aspects - except turn rate, there it's among the worst.

I am also pretty sure the Atrox has neither sensor analysis nor secondary deflectors. Just like the Vo'Quv and the Kar'Fi, it only gets the Subsystem Targeting.

Star Trek Online Advancement: You start with lowbie gear, you end with Lobi gear.
I like it. It's fun to fly, the appearance really grew on me. Storywise, I like to think of it as a design that was started for the Iconian War, but shifted to a science focus when the war ended before it was complete, making it a strong self-sufficient long-range explorer. Warp into unexplored space, and then send frigates and runabouts out in various directions to explore surrounding systems.
All that said, as much as I enjoy it, I decided last night to stick with my Annorax as my primary ship.
I will say get it on sale for sure but than I did that for most all ships I buy. Once you get the Trait use it, dry dock the ship and get the fleet version if you can after that and max it as well. Get the Elite Callisto Light Escorts. That will set you back 200,000 Fleet credits. Take a look at your Bridge Officers and their Traits, think Space.. Also look at what their skills based on what your using in the Rosters Active Space. As with any ship its about you the Captain and your crew and the skill, Trait's and consoles. My Tac does very well in this. I am looking forward to getting my Engineer and Science toons up to speed and see how they do. In saying that I have found that what may work well on one doesn't do so well on other. Been thinking about sharing my setup when time permits. Over all right now on my main guy, I give it a 9/10 but it took me time to learn to use it. Before then 6/10. Im very happy with this ship and in the right hands, look out, you will kick borg butt.
Jupiter is probably the worst ship I ever bought (and yes, that's all on me for not looking at its stats closely enough upfront). A few reasons:
1) Its pathetic Lt.-only Tact station makes you want to do an a2b with it, but you can't, of course, as it's so Science heavy, that you'd be killing all your Science abilities in the process.
2) All the good Sci stuff, like DRB or GW, requires a forward arc (although the latter just on firing it off: after that you can turn again). But its 3/3 layout makes it close to impossible to create a viable forward-arc based ship with it; especially considering the next:
3) It has a dismally slow turn-rate (6, iirc).
4) It's basically a budget Recluse, only with no universal Commander station (!), pretty unimpressive Elite pets, but all for a non-budget price.
I haven't even trained it up yet. I'll probably wind up doing something with R-TBRs and ES or something. But best I'll be able to do with is, is make an 'ok-ish' build for it, train up its Mastery. and then shelve it for ever. Kudos to those who manage to do more with it!
Bought it with dilithium, so no worries about "wasting" money. Tried it on Eng and Tac toons so far. It may be mostly a novelty/vanity ship, but I'm enjoying it way more than I expected. That baked-in attack pattern it comes with is a nice touch, and I don't have much trouble getting the fighters to attack where I want. It's huge, unwieldy, and obnoxious. How can you not like that?

^^ Agree with you 100%. This carrier is far from worth the 3k zen. The pets are bugged, and so are alot of other frigate pets right now.
Cryptic is refusing to acknowledge this problem and several other as well. The ship is goofy looking. Sort of like a warping frying pan with a sovereign class attached upside down to the bottom of it.
Other than that, it is your basic science vessel with a poor turn rate.

I am really happy with it too. Its looks awesome, it behaves great and the pets are not that bad as some ppl tend to think. I think here is somewhat of a missplaced players's expectation rather then the elite frigates behaving badly. Its related with all the DPS stupidity that infested this game like a cancer. If some 3rd party program dont give you a number they are garbage and you throw them away? Thats the most stupid thing ever. I guess ppl expect them to sing and dance or something... Ppl really should get their head up from the parsers becouse nothing good comes out fo them. Of course they wont be on par with the frigates with beams like mesh weavers or rom drones. But thats mostly becouse of curent meta. Meta is bfaw/beta thus pets that follow this trend are viewed as best. While the cannon ones are there at where the playable dhc escorts are. There is also the bad practice of judging everything from ISA point of view. For example, lots of unshielded and stagnant targets will be best for elite scorpions's slow plasma hy torps, while for elite breen frigaes (and even for elite calistos too in some aspects) that scenario will make them passing their targets often and/or out of their firing arc and their special things like shield drain/disables abilities kinda useless. Plasma burn (from both weapon proc and torp) will do dmg but what an energy disipator or tahion beam or polaron proc would do good for a gen/transform, hmm? Or even frigates vs frigates, beam firing and mines spawning mobulais will take great advantages from non-moving and unshieded targets aswell.
Anyay, did a few adv argalas and solo SB 24 to lvl up the c-store and fleet version. Both the ship and pets never died. Pets fired their csv right in the grav well. And they DO dock upon recall. Mine do. If you think they dont, stop for a few seconds and let them dock.
Overall, solid ship. Got it on my fed engie and it rocks. 10/10 from me
I think that Lt. Comm Intel will be key to getting good experience out of the ship. Throwing out Gravity Wells at 150+ Aux is nice, but that alone doesn't save it from mediocrity. I unfortunately don't have Reciprocity or AHoD Fed side, so I can't leverage those to get either more Tac out of it, or nice reduced cooldowns for Sci abilities, though using Deflector DOffs helps with the offensive Sci at least.
Also using the Sunrise set, the healing phaser, a universal that adds Phaser damage, a shield-ripping torp, and three-piece death beam are very, very nice.
With AMACO engines (Undine would be slightly better with the +5 Inertia), the speed and turn Reputation trait, and the new speed Space Trait, it does well enough. It's no escort, or even a battle cruiser, but usable to go from broadsiding to firing off Sci abilities.
