Pointing the finger at Starfleet, KDF, and RR personnel who are there to defend their planet, again, is really stupid.
Besides...if I were going to assault a Starfleet station, especially one that is armed to the teeth, would I come by myself, with my shields down, and ask to beam aboard their station in a public place, alone? Starfleet is supposed to be dedicated to peace; if I were her commanding officer, I'd remind her of that, and ask that she stop leveling threats at anyone visiting my station with peaceful intent.

Not a new feature they have always been insolent towards the empire frankly they are lucky we havent destroyed them yet as an example for their slander.
Back to point, like said above DS9 is frozen in time just before the 2800 attack. In a time where the KDF was very much the mortal enemy of that poor Bajoran Comms officer, and as such she doesn't exactly love the person who did some raiding around Utopia Planitia.
Each instance in this game is frozen around a specific moment. ESD old was frozen at the end of the tutorial, new ESD is post-Undine attack. Qo'noS is frozen early game (no war damage from the Iconian war or the Undine attack visible anywhere on the planet or in the system). And so is the case with each social zone.
It's amusing that the indignation is so widely shared among players. I knew most of my Fleeties were equally (albeit only mildly) annoyed, but I had no idea it was so nearly universal.
Not really sure why it has to say anything. I've seen it pop up about 421054321 times and I've read it zero times. Seriously, I had no idea there was a warning.

Honestly, I only ever saw it as being wary of the kind of damage an off-duty Klingon crew could do at a port of liberty while they're just enjoying themselves. Property damage and all that being almost expected.
Also, I kind of agree with rahmkota19's point about social zones being more or less frozen at a given point in time. In-game, when the player has just progressed past the Klingon War, the guarded attitude makes a lot of sense. Later on, less so, but my first point still stands.
A Klingon might be offended if you weren't a little nervous around them, as if they're some housebroken pet one could ignore at any time. Indeed, I even could see a Klingon being very suspicious of someone being cheerful and welcoming all of the time.
Being warned not to cause a ruckus? Great, we understand each other then.
I'm a *Cardassian fan* and I can see where the Bajorans are coming from even though I do think it was poor of them to use it as an excuse to torch Hathon during "Of Bajor."
Plus, I noticed in DS9 some evidence that the Bajorans may live longer than we humans--as do the Cardassians. This means we may NOT be as distanced generationally from the Occupation as we assume based on human reckoning. A lot of survivors are still alive...more than you'd find proportionally in a comparable situation. AND more Cardassians who were war criminals are alive and as the True Way amply demonstrates, some are still at large despite the efforts of both the Fed and Cardassian governments.
In other words, the situation may TRULY BE analogous to one where much less time has passed, than it would be for humanity.
