What's the optimal Lt Cmd Tac seating setup?

Which does more damage, Beta II and FAW II setup or Beta I and FAW III?

I can't seem to find and description on the FAW tool tip to differentiate FAW II and III.

I feel like I've asked this before, but I seem to have forgotten.
