Sick Bay Assignments now start on Log-in?

It's been like this for a few weeks now, but does anyone know if sick bay assignments starting on log-in (instead of automatically starting when the assignment that triggers them finishes) is intentional? I'd read that that was originally how maintenance worked for the admiralty system, but it isn't (thank God; it'd be pretty rough, otherwise). It's a lot more bearable with DOffs, since I have so many more of them (even my alts have two to four times the DOffs on their rosters that they have ships available), but I don't recall seeing anything about this change being made. Anyone have any insight to share?
