[Research & Development Mini-Pack] rewards no extra pack. WAI?

The [Research & Development Mini-Pack] that I open does not reward an extra pack like the [Research & Development Pack] which rewards a [Research & Development Weekend Event Booster Bonus Package]. Is this intended behaviour? I was unable to find any details about the Mini-Packs in the event announcement.
