Yeah that mission wasn't written out well at all. Most cases even in the shows/movies. They at least dress the part to "fit" in. Which is a shame they didn't do that for the mission. When they was redoing the missions that one should be redone as well. Since no VOs was required so it would be easily to fix in the texting and parts of it.
Plus it really don't add up when your doing it on the Romulan and KDF. This is one reason why I hate doing that part of the arc. Horrible story, and it wouldn't bother me if they get rid of it.

I dont think the Klingons would want to mess with the timeline, they are there because the Devidians are as a threat to them as they are to the Federation unless you consider the entire sector being moved out of phase some kind of victory , Romulans are just doing a favor.
Its a FE, its not going away.

So basically... the comment about the Player's uniform does in fact fit in. There is no system in place to register if a player is wearing any particular outfit, stock or C-Store. It is a scripted line so Scotty will say it no matter what the player is wearing.
The only reason to actually pull out a TOS uniform would be for role play imersion, aka fun.

I was shaking my head when I went through that mission with my Fed-Rom. Four Romulans and a Reman, all decked out in Gamma armor and carrying automatic antiproton weapons. Totally legit.

Honestly, it would make the most sense if all of the uniforms got insta-changed to some form of civilian clothing, since that's what the Starfleet officers on the station (mostly) think you are anyway. Minor dialog tweaks and not much else would need to be updated. Though I could certainly live without enduring the nerve tonic grind ever again... I'd never miss it, and it's really not that important to the storyline.
Other than that, there are some cool elements of that mission that could be preserved such as sneaking around avoiding security, etc. The Delta recruit time travel tie-in is a particularly nice touch.
What gets me is that My Gorn, in a KDF uniform can freely wonder around the station, play games on their computer, steal parts and get into a bar fight, alter the time line, pass out in the cargo bay with a bottle of Romulan Ale and a copy of PlayGorn and still be the hero in Starfleets eyes. And I still can't get into Earth Space Dock 200 or so years later!
In my country this is equal to coming home from the pub and crawling half blind into the bed at 4am without waking my sheila nor tripping over the dog in the dark in the process. Seriously if I did this TRIBBLE in front of Starfleet security and got away with it like I did then, I'd should be a freaking legend!
Then again I sat through both JJ treks without throwing up or trying to knife myself, so, meh, I'm already a legend. =3
well, in the era of Past!Drozana, the Feds and KDF were not at war. They happily let the Klingons and Orions hang out at the bar.

The nerve tonic for the alcholic can easily be changed by allowing the players to slap her a few times it worked in that era when women and others were hysterical why not here.
