BASIC ROM CARRIER
The idea for the fighter bays being in the wings is to place them away from the main body (reduce risk of damage to ship and core)
Primary Warp Nacelles are raised and angled to allow for port-starboard sighting; secondary nacelles are given the same type of sighting by the angled end wings.
center forward section has a depressed area to allow bridge tower to sit low and still have a good forward view.
the forward sabre tooth points are for the dual forward plasma launchers (more for art than game mechanics)
The idea is to make something that is not a Scimitar or D-D redux as a carrier, but still have a Romulan preying bird design.
If there is a real artist who can follow-up with a good design, then it is all yours. Either way, a Romulan carrier should not be a cheap reconstruction of one of the existing ships.

The Jupiter release would have been a great time to do a Faction 3 Pack Carrier release:
Jupiter, Vo'Quv or Kar'Fi, and a new Rom Carrier design. But it's too late for that now.
The idea of a carrier with Battlecloak is not appealing... thank god pets were nerfed into oblivion.
Technically not correct. They do have a carrier at tier 6, but it's a tactical carrier, not a full bore carrier. Just sayin.

EDIT: If you're referring to the Jhu'ael Tactical Carrier Warbird, then that is more an Escort Carrier than an actual Carrier, i.e. Romulans have a T6 Warbird with a hangar bay, not an actual Carrier. By technicality, you are therefore incorrect in telling warmaker001b they were technically incorrect, LOL.
Doesn't have to have battle cloak, just a standard cloak would work for the purpose at hand.
Romulans don't have much of anything regardless of what some may think, hell we don't even have the security officer at the republic command center, I mean how hard is it to code that guy to stand there and take contraband...
This was a huge major big no no missed opportunity for Cryptic to get another massive 3 pack sell...as much as I hate the Jupiter carrier thing ( I voted alpha ) if I was able to get a kdf carrier and romulan carrier, I would have purchased all 3...
but, my wallet stays shut.
I would agree that a carrier would not fit the Romulans themselves, but now the Remens i could see using a carrier or a variant of a full carrier. Though i would also say that it would be nice to see afew more races added to the Romulan faction, such as a Romulan version of the Fersan/Caitan of the other factions which could give players on that faction looking for more variety in playstyle a way of gaining it without defeating the fact a Romulan does not feel like a carrier using group.
Though i cann't stand people hating on a playstyle they don't have to use if they do not like it, and being glad that another player's favored play-style is nerfed into un-viability so i hope your favorite playstyle is nerfed an held in oblivion as well.
Artwork aside, can't see a full Romulan carrier working that well (or being something they'd even bother building in-universe), given my experience of using some of their current hangar-equipped ships. They typically rely on cloak/strike/cloak tactics too much to have a big cloud of fighters following them around to give away their position or announcing their imminent arrival if you launch them while cloaked just before you go in for the kill (in which case you have to go hide somewhere until you empty your hangars and reload the fighters, then recover them after every fight). And unlike the Klingons, I can't see the Romulans making a ship without cloak.
Could work if they made battle-cloaking Callisto analogues to go along with it I suppose. If you're looking for a Romulan Jupiter more or less they'd might as well. Still not sure how practical it'd be in use though, IU or IG.
