I was wondering if players could be given the ability to use their ships like a sort of mini-ESD with some basic features (things like store & costume creator, not the ones that realistically wouldn't make sense) if they were to wish?

    Despite the fact there are ships that offer options like this (Cell Ship, Freighter) I don't think Cryptic will make this option widely available, as it would take players away from the main player hubs.

    Yeah, cause I love that 4-10 minute wait to get on to DS9 we got now in Season 11... ;)

    Social hubs have been problematic since the MMO industry introduced global chat. You can certainly incentivize people to gather in certain locations (Risa and Q's Winter Wonderland, for example), but getting any meaningful interaction out of them is another matter, especially if the incentives are a series of minigames that preclude idle chit-chat or "hit-and-run" access to basic services.

    At that point you might as well make the whole suite of services available from the ship's ready room, because you're getting minimal benefit by making people run to DS9 to talk to a Ferengi trader and then to ESD to train bridge officers and Starfleet Academy to recruit DOFFS.

    But if you want to make social hubs more social, maybe make places like bars, lounges and mess halls zones where timers count down significantly more rapidly for crafting, admirality, and doff missions, and possibly PVE queues as well. Time flies when you're having fun. And if you want people in The Captain's Table, make the benefit from that zone a bit more than elsewhere.

    Side note: the new ESD is a very nicely-designed hub. That it's underutilized as a social zone is, sadly, an inevitability of the theme park nature of the game. I'm really quite impressed with the quality of work that went into it.
