How useful is the Plasmonic Leech vs. NPC's?
Does it make a huge impact?
What thinking of getting one, but if its popularity is because of PvP then ill forget it since i dont PvP. But if it awesome against NPC's as well then thats good good for me.
So is it mainly for PvP?

It is ridiculously useful in PVE.
The Plasmonic Leech lets you do whatever you want without worrying about power issues at all. If you're looking to do damage then it's a must have.

I'd recommend that you put as many spec points into flow caps as you can. its worth 9/9 and then get some of those Embassy plasma generating consoles +flow. (so you can get extra damage from the plasma proc and increase your flow caps even further). It should keep your energy levels up and that means more damage, better shields, speed, lower hangar pet recharge time...)
If you can, combine that with the Trait from the Battlecruiser and with 1-2 EptW your weapons energy should be at 125 almost all the time
Now i just have to worry about my FED and FED Rom since I'm TRIBBLE poor in EC.

The Leech alone is worth the Zen cost even if you never use the ship at all.
I was gifted one by a generous player in my Fleet back when they were only 40-45 million EC, and I thought that was outrageous. But yes, I agree it's best of the best. There are only two things all of my toons use - Plasmonic Leech and Red Matter Capacitor.
And, as was said above, it works great with the [AMP] bonus on warp cores.
You might be able to do a good build without one, but I would call it a must-have for a good build, the profession of your character doesn't matter.
If you can't get your hands on one, the next best option is the "Enhanced plasma manifolds" console that comes with the Oberth class, which buffs every subsystem except weapons (clickable active power).
Then, of course, there's Aux2Bat which will buff wep/shield/engines subsystems at the expense of aux power.
Plus my FED has all three pieces of that Sunrise episode weapon set that has that beam with similar effect leeching beam (i think)
Regardless of what slot it is placed, or profession/build it is used with... you cannot go wrong with
one.
The next best alternative to the Leech, IMHO, is the Supremacy Trait.

That would be true if not for the fact that Supremicy is more expensive then the leech. The Astika is almost twice the price of just buying a Plasmonic Leech.
Honestly, there really is no effective substitute for the Leech Console. The Oberth console is probably the closest just because it's cheap to acquire.
Whether intended, or not, they reset each others respective stacks.

It's intended they both don't stack. They actually used to but Cryptic nerfed that once there was Adapted KHG Shields and the Plasmonic Leech hit the Lockbox Console Swap. It was something very obvious and Cryptic nipped that very early.
there is Greedy emitters from the nandi warship, but impossible to get this starship trait for the new players; so yes the oberth console is a good alternative + the maco shield.
If the Leech is a Rocket Launcher, the Maco Shields are a pellet gun.
Maco is fine if you can't get the leech, but they provide no where near the bonus that the leech does. Not even close.
Sorry, no maco shield, i have the adapted maco shield thats are part of a well planned out ship build.
I also have red matter capacitor if that helps.
