In the 27th century, two Vorgon criminals, Ajur and Boratus, attempted to steal a device known as the "Tox Uthat", a quantum phase inhibitor capable of halting all nuclear fusion within a star. In order to prevent the Uthat from falling into the wrong hands, Kal Dano, the Uthat's inventor, traveled back in time to the 22nd century and hid it on Risa.
Having failed to obtain the Uthat, Ajur and Boratus searched historical records and discovered that Jean-Luc Picard would discover and destroy it in 2366. Traveling back to that point in time, they told Picard that they were security agents and that they wished to retrieve the Uthat for safekeeping.

STO just included the Tholians to give a reason for Kal to hide the Tox Uthat (a second one, actually, since the Vorgons were after it, anyway), for him to die and for missing dots in the Temporal Cold War to be connected.
Sunrise and Stormfront connect 3 episodes together: TNG's Captain Holiday (Picard destroys the device in the past), ENT's Future Tense (the timeship is discovered by Archer and sent back to 2410 where it's recovered by the Pastak) and ENT's Storm Front (the Na'kuhl from the episode get their origin and motivation explained: they decide to master time travel because time travel screwed their homeworld).
The Tholians are one of the catalysts of the whole TCW: because they decided to mess with the Lukari's sun, Dano goes to save his ancestors, the Tholians steal the device while Dano is still chased by the Vorgons, and, pursued by both Tholians and Vorgons decides to hide it on Risa. Then, the Tholians cause Dano's death and loss in time, and the Na'khul to begin their path to time travel mastery.
