MMOs (not just STO) are "stuttering".

So I've been trying to play STO on a new PC and the game ran great for 3 days then this game and all others connected to the web started "stuttering". I didn't change anything on my firewalls or any of that. I push W and it just keep registering me as quickly taping the key.

When I play offline games it's fine.

Checked my ping and it's at 13-22ms

Online games are fairly unplayable at this point and I'm looking for someone who might have run into this who knows a fix.

Things I've done:

Run Viral and Malware scans
Restarted PC
Redownloaded the game incase an estranged file got blasted by a malware scan
Checked Ping and download speed (the upload was pretty "jerky" which makes sense and could be the issue, but I've heard that's normal as well)
Kicked the PC.......just kidding ;)
Unplugged and replugged in the keyboard
Ensured the graphics cards were updated

Not gonna blast about the hardware. Just trust me when I say it's sufficient. Everything runs smoothly on the highest settings. The controls are what is "stuttering". The visuals aren't "choppy" in the slightest.

    Run http://www.speedtest.net/ to test your network speed.
    Update the keyboard driver. If you had recently, downgrade to last working driver.
    Check for a Binar or Tribble infestation.

    So there you are, with a freshly installed PC... Shiny new OS, updated drivers, Fresh copies of perhaps Java and other more-or-less necessary 3'd party software.

    All of theese tell themselves: "yea... I am updated... All fine"... All in all they are pretty convinced of themselves and satisfied with their existence.

    A few days passes by, and suddenly, the apps start asking themselves: "Am I really sufficient"... "Do I give my user what he needs?"... "Am I secure enough for my user"...

    They go into an existential crisis, becoming more and more uncertain of themselves, untill they finally decide: "I NEED TO KNOW"...

    So they run to the nearest phone-booth (imagine they exist anymore) call home to mom and dad at the release-headquarter server: "Am I really good enough?"...

    Mom and dad, being supportive usually say "Sure kiddo... But just calling us is actually pesky business for your user... You suck their bandwidth"

    "oh... ok... sorry... tell you what... Theres actually a queue of other apps that need to call their mom and dad behind me, so I am going to hang up now".

    Days go by like this, and eventually, dad gets mad and says "Yea... you actually SUCK... not only do you call home all the time, you are also out of date".

    So App hangs up and cries alot... But then gets an idea... it calls it's big brother "Patch repository", and asks "you bro... Got any patches I can use to upgrade myself?"

    Bro says "Sure... I will start telling you want to do through this download"...

    Need I go on?
    Don't look silly... Don't call it the "Z-Store/Zen Store"...
    Let me put the rumors to rest: it's definitely still the C-Store (Cryptic Store) It just takes ZEN.

    Go to start up menu, unclick all unnecessary programs that don't need to be running all the time. Even if it isn't the problem it's still a good thing to do.
    Well excuse me for having enormous flaws that I don't work on.
