Where is my ensign universal for my Hestia.

in Star Trek Online General Discussion
I was looking forwarding to having a useful ensign universal BO slot for my Hestia. As of this log in, it is still a useless tactical slot. Perhaps the fleet version didn't get the upgrade?

    Have you tried dropping it and reclaiming it? Sometimes when they make ship changes you have to drop it and reclaim from the shipyard.

    It's a fleet ship. If I drop it, I have to buy a new one.
