Krenim Secondary Deflector EPIC Upgrade Error

I purchased an Ultra Rare Secondary Deflector from the Fleet Research Lab with [PrtG] [EnDmg] [SA +Dmg] mods. Upon upgrading it to Epic, it gained 2 mods - [PG/SE], and [SIF]. Is this intended? From what I gather, the second mod is completely random as well.
