I'd actually be kind of surprised if she even knew Kagran was there, given that some of the more direct enemies of the Iconians also had people wandering around. I think she wouldn't have cared about the small talk, which is mostly what it would have been with regards to his missing friends. Besides, she wasn't the information specialist, she was the warrior. She cared about the ways of battle, not espionage.
The universe has a wonderful sense of humor. The trick is learning how to take a joke.

I would not really say he is dumb in letting it slip, but more that he could have found a different reason for being there than to open Diplomatic relations. Diplomatic discussions do tend to demand a certain amount of openness but maybe he had no choice if they were on alert pending an imminent attack. If they were on alert there would also have been concerns about the PC fleet being potentially targeted as the invading force. Really in this, people should not judge reasons so harshly as there is an untold backstory to everything so just pick one which suits your version of events.

Major reform would be entailed in the Klingons joining the Federation; they wouldn't be admitted as we saw them at the end of DS9 and definitely not as we see them in STO. It would require putting a Gorkon-like figure in charge (now there was a wise man), as opposed to a moron like J'mpok (Gowron part II). I could respect such a visionary.
(Oh and on the Fed side, it wouldn't be about "making them human." I'd actually tell the humans to defer to the Andorians, as warriors who successfully adapted to the Federation. That could actually be a storywriting opportunity.)
But let's please note there's a sharp difference between IRL bigotry and saying that a fictional race was written poorly and written stupid, which is what I contend happened with the Klingons. I can think poorly of a fictional race as portrayed.
IRL even a single person has more depth than the most intricate work of fiction and should be treated in a manner respectful of that.
Please do avoid statements suggesting my personal character is otherwise, or it undermines the ability to have a civil conversation.

More over, the original plan was to kill every Iconian. Doesn't matter what they know, as long as it doesn't threaten that plan. And teaching the Iconians the name of a species they have never encountered before and now will only encounter once (and pretty much like a sentence encounters a full stop) won't do that.
And he might have done us a favor, too. Not the Romulans, of course - but it means the Iconians went out of their way to hurt the Romulans specifically, which means extra resources devoted towards them, not available to kill Klingons and Humans, and might have also caused to a bunch of mistakes - like tricking incompetent people like Hakeev, Taris and Sela into helping them, rather than actually dangerous people. Imagine they had targeted Earth and gotten Franklin Drake...

I think it just had been a while for him and during the time he was on iconia he did some kirk style diplomacy with a sweet relatively young iconian. it would better explain how he went from haha kill em for glory to singing their praises. he did come from the same direction as the distraught iconian.

It seems likely, in retrospect, that Kagran was an undine who arranged to replace T'ket with mirror universe T'ket because there was a high probability that doing so would in the future produce a viable klingon-tribble hybrid species, the fur of which could be used to make extremely comfortable fluidic space houseshoes, the manufacture and sale of which would make undine-Kagran rich beyond the dreams of avarice. Don't underestimate petty greed as a universe-altering motive.

You don't even have to blame it on Kagran. The explanation could be much more trivial. When they scanned us after we beamed down, they also got a good look at our clothes. I'm sure somewhere on Sela's ceremonial gear there was a badge naming her "Empress of the Romulan Star Empire".
The fact is we do not play all what we suppose to do. That isn't necessary. Plot holes will arise when the story is told in a rambling way.
Example. Two people are talking to each other. They are in New York. One (Hubert) says to the other, I see Karl tomorrow in Washington. Next scene. Hubert talks to Karl. Ohohoh, what happened here, New York is suddenly Washington, one person has changed into Hubert. How can that happen? Nothing weird has happened. The new scene is the next day. Hubert has gone to Washington and meets Karl.
Now back to the mission. When the team arrives on Iconia, back 200,000 years, the Iconians are at war. Suddenly a group of (time) travellers arrive. We may assume the Iconians do a thorough investigation in who we are and what we are. I see not much of a plot hole here.

I think it just had been a while for him and during the time he was on iconia he did some kirk style diplomacy with a sweet relatively young iconian. it would better explain how he went from haha kill em for glory to singing their praises. he did come from the same direction as the distraught iconian.

Example. Two people are talking to each other. They are in New York. One (Hubert) says to the other, I see Karl tomorrow in Washington. Next scene. Hubert talks to Karl. Ohohoh, what happened here, New York is suddenly Washington, one person has changed into Hubert. How can that happen? Nothing weird has happened. The new scene is the next day. Hubert has gone to Washington and meets Karl.
Now back to the mission. When the team arrives on Iconia, back 200,000 years, the Iconians are at war. Suddenly a group of (time) travellers arrive. We may assume the Iconians do a thorough investigation in who we are and what we are. I see not much of a plot hole here.
