Advanced Radiant Quantum Torpedo (Rep space set item) slow as balls

The ARQT from the Iconian rep is supposed to be a quantum torp, but when fired it travels about as fast as the red beach balls from the T'varo console, which is woefully inadequate to hit anything reliably. When those big fat Herald battleships are outrunning your torp at half impulse, something's clearly gone wrong.

    Yup. Very, very slow torps and they shouldn't be. Found the same with the Crystalline Antiproton torps.
