I'm a member of a tiny, inactive fleet. Needless to say progress with advancing the fleet holdings is problematic. It wasn't a huge issue as I was willing to forego some of the equipment options, extra DOff assignment slots, ... from the previous holdings. But I find myself thinking some of the trait slots from the research lab would be nice. Store options, alas, most likely unattainable in their entirety with my current fleet. I know the NOP Public Service channel offers invites to captains to store instances of fleets that have more wares unlocked (provisions comes from your own fleet/fleet ships excluded) but was wondering are the unlocks like the traits, DOff assignment slots, atmospheric reduction, ... of the higher fleet also available from their stores?

Yes. You should be able to get everything except fleet ships.​​
