Unable to reclaim DR Intel Officers

As per title, I can reclaim the box, but it refuses to open, stating 'you may only have one of this officer'. To clarify - I do not have *any* Intel officers on the character in question. I had the Sci officer, and the Eng was in my candidate list, but I deleted both of them in an attempt to get the box to re-open.

I also attempted to contact a GM in-game on two occasions to be met with 'Unable to connect. Please try again later'.
You're just a machine. And machines can be broken.
