From the description I have to carry the Item. But even with the Item in the Bank i can't join the fun of party balls.

That is not a bug. It is a feature, and a VERY WELCOME feature.

I completed a 2-man CSE, ISE, and KASE, Optionals included. And I soloed Winter Invasion.
