The subject header here pretty much speaks for itself, but what are the chances of allowing us (the players) to purchase ship parts instead of entire ships?
Lets take the T6 Excelsior for example; the only thing I like about that ship is the revised neck - which looks pretty neat on the typical Excelsior (this I found out within the ship tailor), however 2500zen is extortion for a mere ship part. Another example; the Neg'Tev. The nacelles on the Negh'Tev I think would work pretty well on a Negh'Var, though again, a zen price (this time 3000zen) for a ship part is too much.
I'm a casual player, and as such I am more than happy with my T5U's at the moment (though I have purchased a T6 Fleet Negh - without having purchased the skin). Obviously when purchasing a new ship we're not only getting an entire set of ship parts, but we're also getting a reduction on the fleet upgrade (reduced ship modules) and we're getting beefed up stats.
What is the harm in also selling ship parts (per ship) via the tailor? Say 250zen per piece, per character (not account). Sure, you may lose out to those paying the full price for some of the ship, but I'd argue that you'd also gain by people investing more of the smaller amount for pieces of ship designs...

The "parts" (skins) sold horribly... so they were turned into ships instead.
A good start, however, would be to allow people to slot 'ship costume' projects, akin to what you can do for ground Armor: own a full space set, get to slot its skin project. For some bizarre reason, they're never doing this, and I'm pretty sure I'm not the only one who'd really buy into that.
I'd like to be able to unlock set visuals too, especially since a couple of the free sets actually don't have visuals at all. I wouldn't mind having say... MACO engine trails and maybe the Counter Command Deflector visuals while running the full Kobali or Solanae set.

a pity that but... I think it might be easier/more interesting if they sold costume bits for ships like the OP suggests. The made the t6 excelsior, why not let the bits be sold. I wouldn't suggest they make just costume bits to sell, but if they releast a t6 version of something existing.... or even existing stuff like the valdore bits.. that might be a way for them to 'double dip' on the work they've already done.
Won't work, as I believe buying a ship on the C-Store unlocks the ship as well as the "Costume" for all characters of the appropriate faction. Meaning if you started a new Fed and got the T3 Excelsior, and you own the T5 retrofit and the T6, you should be able to use the parts on the T3.
Can't double dip that way. People are already complaining about double dipping with the T6 variants of existing ship classes with arguments like "I already own the T5 Avenger! Why should I pay for the T6?"

I dont think costume bits are reverse active... IE that t5 or t6 costume will not be available on your T3. Also the T5/T6 whining has game mechanisms behind it... this is a pure cosmetic item, which is where the best f2p mmos focus anyway.
Have you visited the ship tailor before? Most ships have multiple customization parts. Those just aren't sold as stand alone items anymore. They're part of what are effectively c-store bundles (ex. 3,000 zen gets you a T6 ship, T6 ship skins, a console, a trait, and a new set of ship parts).
