Can't Specialize Certain Bridge Officers

I have been trying to train several of my BOffs in Specializations, but on some of them it just won't take. I was able to train my C-Store Aenar as a Pilot, but I was unable to train my Reman BOff from the FE for the same. I also tried to train Elisa Flores (the one given to veteran captains, not the tutorial version), and she was unable to learn Command. They're may be other BOffs with similar issues, but I didn't want to waste Specializations on other unique BOffs if I would be unable to untrain them in that Spec.

Is this a known issue? I was unable to find anything else about it on the forums with a search.

EDIT: Well, I asked around in zone chat, and I was told that you can't specialize any of the unique Bridge Officers. I assume this doesn't include the C-Store Aenar and Caitian BOffs, since you can purchase more than one of them. I certainly hope they change this!
