Healing not working reliably

Which is insanely frustrating when flying an escort. It seems to only be in combat, and it kind of comes and goes each play through, but a lot of times, the healing abilities trigger and go on cooldown without actually doing anything. It's not something the enemies are doing, it doesn't show up in the combat log, I'm not taking enough damage to negate the heal either, but sure enough, even against the simplest enemies some times healing just refuses to work. Healing powers, traits, nothing. Hazard emitters isn't going at all, but it's still being put on cool down. Traits that give healing based on damage aren't doing much of anything either.

Hell, Even the medics on ESD and DS9 weren't even bothering to treat injuries for me today...

Is anyone else having this issue?

Are you fighting any enemies with disable effects? If you get disabled while activating an ability it puts said ability on cooldown without activating it.​​

I've been checking for that and i'm not seeing anything. When the subsystem is disabled, the powers go dark, but even the Viral stuff doesn't seem to be it, as it happens against enemies that aren't using it.

It is not happening only in healing abilities. Happens in any of em. Im flying my pilot ships and im having a hell to try to activate my tactical skills. Beam overload will go into cooldown without activating. Same for rapid cannon fire and others. Not to mention the lag, and the ui lag. TERRIBLE. Time for finding another game.
