Provisional fleet leaders & gamma fleets

in Star Trek Online General Discussion
I just transferred my fleet's leadership to another accounts character; it says that this character is provisional,
Now what I would like to know is; can a provisional leader (like my toon) whose fleet is a beta fleet invite a gamma with the provisional timer active?
CVN-65 U.S.S. Enterprise - A ship so badass it survived John McCain.

    No. Afraid not. You have to waitit out or every full leader has to leave the fleet first.

    Yes what timelord said, the same thing also applies when being a provisional fleet leader in an Alpha fleet inviting a Beta.

    My freeper toon has left that's the problem
