If you notice the memorials for deceased Star Trek personnel, you may note that Ray Walston (Boothby in several guest roles from ST-NG, ST-DS9, and ST-Voy) is missing from the list of personnel. It may be that because his character, Boothby, has a memorial block in the Academy grounds, the STO editorial staff chose to leave him off from the memorial, or it may be a simple 'oops' moment. But we should do all we can to encourage the staff to bring his name to the memorial ASAP.

Agreed, these threads are ridiculous. People just go digging for anyone that was ever in a Star Trek Episode and then create a thread to add them to the memorial.
At some point, a line has to be drawn. This guy was a guest star in a grand total of 3 episodes, I don't think it's a pressing issue to have him added to the memorial.
I will agree with your assessment. I personally feel Brock Peters was more of an influence in the roles he played in the star trek universe, but I know his memory will live on in his performances.
I agree on your statement, but you can get in game a accolade with his name.

Ray Walston was far more than a background extra or lighting technician. He had a named role in one episode of TNG and two episodes of VOY, and his influence on numerous Starfleet captains is not in question. In addition, the actor played the title role in the 1960s TV show My Favorite Martian, as well as Mister Hand in the movie Fast Times at Ridgemont High and the series spinoff from that movie, Fast Times. He had a long career, and most of us have seen him in several things.
Joanne Linville was in a single episode of TOS. She's still alive, but she's getting on up in years. When she does go, she is very much deserving of a place on that memorial, the only female Romulan we ever saw in TOS, a woman in command of not merely one ship, but a wing of ships (at a time when NBC didn't want a woman to even be a First Officer on the Enterprise), an inspiration for numerous novels (including the "Rihannsu" saga), and my personal inspiration in my love of Romulan culture. Neither she nor Ray Walston were merely "anyone that was ever in a Star Trek episode."
If the main complaint is multiple threads every time someone makes a suggestion of a name to be added, then perhaps the solution is to make a central thread for that purpose and sticky it.

In this context, why does anyone have to draw a line? As baddmoonrizin noted, it's not like building a new memorial or adding the name to the plaque, but simply adding a few characters to the extended list which opens when you click on the button.
