The idea here is to post your ideal/preferred starship setup. If you wish to use an existing Cryptic design you may do, though you're welcome to include fan designs too should you wish. Now for the Guidelines (lets not stray too far away from them);
* You get 13 boff seats (you can mix and match these as you deem fit, though you're limited to a single Commander Station or two Commander Stations, but in this case, you only get 12 boff seats)
* You get 11 console stations
* You get three special abilities
* You get up to eight weapon ports (fore/aft/side)
* You choose a turn rate
* You choose the type of vessel (Escort, Dreadnought, Raider, Cruiser, Science Ship, Destroyer, etc)
* You choose the factions (is it faction-specific, or an alien/anniversary/celebratory vessel thus cross-faction)
* You choose whether your ship has a Hanger (x2?) -x special ability if Hanger(s)
* You choose the price and resource of this vessel (dilithium, zen, lobi, latinium etc)

Thats a tough one. Maybe have 3 different versions of the ship with 3 different consoles.
Model 1. U.S.S. Phoenix. Console Enhanced Sensor Analysis. Grants a 10% Bonus to Sensor Analysis +5 to Aux power
Model 2. Nebula with triangle pod. Enhanced Tactical Precision. Grants a 10% acc and Critd bonus and +5 to weapons power
Model 3. Nebula with the Mini warp nacelles instead of mission pod. Tachyon Detection Grid, Instead of detecting cloaked ships this console generates a sensor net around itself and any allied ships and has 10% chance to knock Engines or Aux Power offline for any ship that trips the net.
3 piece set bonus +25% to all Science abilities for 30 secs
Thats all i could think of for this ship for the mo.
Start with the "original" event DSDs.
Redesign the ship(s) to have a more "2410" look instead of the "Solanae" look - for example that Fed saucer becomes a standard Chevron with extending cannon emplacements on the nose, the warp nacelles and wings of the KDF version are swapped to be something a bit more "Bird of Prey"ish, including the fact that they run "flat" in Science mode and "down" in tactical mode. "Fill in" the rear hull and shorten the nacelles of the Rommie version, so that the aft has a much more "D'dierex"ish look...
Statwise:
Upgrade hull and shielding to Vesta-esque levels, with the "usual" racial "sacrifices" to account for the cloak(s).
Replace the "baked in" photon cannon with a "baked in" Aux racial Dual Heavy Cannon, where Racial = Phaser on Fed, Disruptor on KDF, Plasma on Rom.
Enhanced Battle Cloak on the Rommie version, KDF version gets their standard battlecloak. No cloak on Feddie version, nor does it get the option to wear the cloak console.

Cmdr Sci as the "transformer" seat to lose it's Cmdr slot when transformed.
Lt Cmdr "racial" / universal specialization, activates it's Cmdr power when transformed. See below for racial assignments and rationales for those choices.

The "racial" Lt Cmdr seat's class is based on the "racial profile" of the faction using it. The Federation, with their emphasis on survival, would have the slot as an "Engineer / Uni special". The KDF's combat focus would institute a "Tac / Uni", and the Romulan's slightly more scientific bent earns it the Sci/uni variant.
Allow the Vesta's Aux DHCs to be emplaced on the Fed DSD Mk II, and include an appropriate Aux DHC in the standard loadout (so that it can be stripped/reclaimed to allow a full aux loadout like the Vesta does)
With all the universality, it should quiet the clamor for a KDF/RR science ship - for a long time to come. The redesigned skin quells one of the biggest complaints of the original design - that they don't look "appropriate" for the faction in question. And it also pulls off one thing that has bugged me about the standard copy/pasta 3 packs - that the playstyle is "identical" for all three factions. By assigning the "baked in" Lt Cmdr to the transforming seat, each variant is going to give different choices to the player. To wit:
The Fed, with that baked in engineer riding in the universal specialization seat would be the one that runs a specialization power in the Cmdr slot, and sticks to science mode the majority of the time.
The KDF one winds up being the "most versatile" of the batch, as they can load the tactical slot up with specialization abilities and still dump a Tac in the Lt Cmdr uni seat, they can forego a lot of fancy BOff abilities and still run a highly scientific loadout, etc. They could run her primarily in Science mode almost as a "KDF Vesta/Pathfinder", or primarily in Destroyer mode as a "scientific raptor" only using Science mode when the conditions call for more "scientific" requirements.
The Rommie one, with it's enhanced battlecloak and ability to toss Science from under the cloak, can take advantage of the dual Science Commander powers to wreak havok (GW III out of science mode slot, transform, Tyken's them from the "destroyer" mode slot. Transform back to reset cooldown and reapply later.) She can be run "traditionally" with the Aux cannons, or as a torp boat from under cloak all the time, using the baked in cannons only when facing someone who can see through / disable the cloak.
Edit - forgot the remaining questions:
No hangar. Can't think of a way to keep the hangar active in Sci mode and down in destroyer mode.
It would be an "event" ship that works it's way to the Lobi store post-event.
