At first thought I guessed New Romulus, then I remembered a line... the Iconian sphere protecting their homeworld is the oldest and probably the first of the Dyson Spheres.
So, I'm betting the Alliance will deploy the weapon against the Iconian Sphere. It won't hit their homeworld, just destroy the Sphere itself. This would cause a massive setback and may undo the Iconians invasion of the Milky Way.

Alternatively, use the weapon multiple times removing the planetary Iconian Gates from existence, retroactively altering the Iconian/servitor supply lines and the breadth of the Gate network, diminishing them overall.

Either the FED is going to lock the project down or the Iconians are going to hit the research facility. Indefinite delay, time to look for something other than weaponized plot holes to win the war (hmmm, what are the Borg/Voth/Undine/Nice-ish Vaadwuar up to).

The critical component of the Iconian Dreadnought's hyper beam cannon of that dreadnought over Laenas III at .5 seconds before the weapon fires.
No shot - the Iconian's suffered a "malfunction" - means "just enough time" to convince the Preservers to take action to defend themselves and "rein in" their "wayward children" preventing the remainder of the war.

Timeship can be used by outsiders that look at the Temporal Prime Directive as a nuisance. (e.g. Annorax or soemone else comes back and does it for us)

Timeship is used but creates something similar, but puts us in the Mirror universe for a season (Hence Mirror Lockboxes, etc)

If instead I could time travel to my heart's content but wanted to avoid serious changes to the timeline...
Step 1: Steal a Dyson Sphere.
Step 2: Travel back in time to the Hobus Event and evacuate all the Romulans and Remans on Romulus (and Remus) to the sphere.
Step 3: Travel back to the assault on Iconia 200,000 years ago just in time to evacuate all the Iconians.
Step 4: Put the Dyson Sphere in a remote location where it won't be found for 200,000 years.
Step 5: Reveal the existence of the Dyson Sphere to the ""Last" Iconians and tell them that if they stop their war, and agree to peaceful co-existence, they can have it.
Step 6: Open the Dyson Sphere and see what happened there.
I might steal even two Dyson Spheres, to avoid Romulans and Iconians running into any conflicts.
(Stealing two Dyson Spheres is probably almost exactly as hard as stealing just one...)

The problem with that is that the Timeship weapon does almost the opposite of what we see on Iconia when used on a planet. It erases the intelligent species on the planet and all manufactured structures. I now they said "all organisms" in Year of Hell, but what we saw contradicted that, with vegetation still existing. Iconia, on the other hand, is devoid of all signs of life, but with some structures still remaining.
Wow, you know, THAT is really a good idea--and an erasure that doesn't result in genocide.
(That said, I still have my nasty idea about eliminating J'mpok, given that it could solve so much of the trouble with the Klingons and leave the galaxy a much better place.)
