Hi i have not played in a bit i have a 50 eng i tried the Fleet T'varo (died all the time) the Scimitar ( handles like a brick)
i am looking at the
Baratan
Aelahl
You'll need to provide more info in order to get a meaningful answer. What is your alliance? What is your career (Tac, Sci, Engi)? What weapon type do you prefer? What is your preferred tactic?
Both the T'varo Retrofit (or Fleet version) and the Scimi are very mighty contenders, if you build right (your Commander skills, your Commander traits, your BOffs, your DOffs, and your gear) and use tactics appropriate to them.
fed allied engi , what i did not like about the two was how alpha strike based they are. i think i am going to stick with plasma .
I'll not address your view of those two ships at this point (because I'm eating), but I'd suggest the Baratan. It will be much better with the other command consoles, so you might like to buy the three pack to get the other consoles.
I fly the Aelahl primarily. It's a do-it-all warbird. Seems to excel under a sci or eng commander, but not likely under a tac.
The Command warbirds are definitely geared towards eng, and same with the D'deridex variants (although be prepared for a tank that flies like it is in fact on treads). Going back a bit, the old Ha'apax variants are also great. If you're looking for something that's synonymous with Fed cruisers, those are all good choices.

I'd suggest the Baratan of the options you've offered; or the Morrigu(?) beyond that.
