I don't think there is a way...I've never heard of any...like to get rid of some uniforms on various characters of various factions myself.

Uniforms, especially saved ones, are buggy as hell, this is double true for KDF or KDF aligned roms. For example, my Klingulan character has one uniform saved in an "invisible" slot - on the character select screen and in cutscenes she wears a costume I do not use. Luckily it is not much different from her regular wear but I can never, ever get her out of the OMEGA force attire because it will always cause a discrepancy betweent he character selet screen and in-game cutscenes.

My Klingon character still has two costume slots I can not rename, change or delete. It's been this way for years and no fix in sight.

^ Memory Alpha.org is not canon. It's a open wiki with arbitrary rules. Only what can be cited from an episode is. ^
"No. Men do not roar. Women roar. Then they hurl heavy objects... and claw at you." -Worf, son of Mogh
"A filthy, mangy beast, but in its bony breast beat the heart of a warrior" - "faithful" (...) "but ever-ready to follow the call of the wild." - Martok, about a Targ
"That pig smelled horrid. A sweet-sour, extremely pungent odor. I showered and showered, and it took me a week to get rid of it!" - Robert Justman, appreciating Emmy-Lou

if you erase the files stored on your computer, the uniforms are erased in the tailor. i do it often.

the files are stored: in ->perfect world entertainment ->star trek online_en (with the language used, eng (english) for me) -> star trek online -> live -> screenshots . but the path can be different

those pics in the screenshot folder are the 'load outfit' options, not the actual outfit slots. there is currently no way to delete an outfit.

Not sure if that wasn't really what the player wanted. I mean, an outfit slot can just be repurposed. If neccessary, you can just copy your preferred outfit to all the other slots.

But the Load Outfit options can get a bit impractical if it gets too big. You never find anything again.

But I am confused that the "Load Outfit" options would be stored in the screenshots folder? As image files or what?

open one of the pics with 'costume' in the title in a text editor and you will see all the data:
    CostumeV5 Ninastepford_Ni'na
    	{
    		Skeleton Startrekfemale
    		Species Ke_Orion_Female
    		CostumeType Player
    		DefaultColorLinkAll 0
    		BodyScale 0, 50.000000, 50.000000
    		ScaleValues Breastsize -64.569321
    		ScaleValues Arms_Length 10.000000
    		ScaleValues Hands_Size -1.189710
    		ScaleValues Leg_Length -5.877810
    		...etc

edit: and no, you can not manipulate the data outside acceptable boundaries and load the outfit. ive tried...
