The Delta Recruitment event was an interesting way to attract particularly new players and make it easier to bring a new character up to speed to those of long-term existing characters.
I wonder if a similar event could not also be used to make playing Romulans or KDF more attractive. The statistics floated a while ago still showed a strong Federation preference for players, and I think while that will never really go away, there are still things one could do to improve the situation.
And we want that situation to improve, because without it, there is always reason for Crpytic to focus their support and dev time on the Federation, since those will affect the most players - but then it becomes a hen/egg problem -> lack of support leads to less players, less players lead to lack of support.
So my idea is to have some kind of Delta Recruiment targeted on the KDF or Romulan Republic.
It should probably not be as strictly tied to recruitment/new characters only, as this would not help the existing KDF or Romulan characters as much.
Delta Recruitment Like Event Example
- All KDF and RR specific missions get bonus rewards, and the replay rewards are increased to the level of a first-time play.
- KDF and RR players completing queued events or RR/KDF missions contribute to weekly goals that unlock bonus weeks (for all factions then probably).
- Personal goals for a character that also unlock account-wide rewards
- And some kind of special reward, maybe some of the following:
- The Ability to claim a ship from another faction on any account (Maybe limited to Tier 5 Fleet/U?)
- The Ability to make a character with a Federation-specific race on the KDF and RR (ideally we would have a "re-species" token by then)
- The Ability to make a character with a KDF or RR-speific race on the other factions
- Call In Favour - Device: Summons a ship from a different faction to your aid.

There could also be some simpler methods. For example, a "Minority Faction Goal" - each week or month, Cryptic checks player population levels and whatever faction got the least gets some bonus rewards for the next week or month, and they also get a weekly/monthly goal that will provide another type of boost for all factions depending on what stage was reached. This will usually "help" Klingons or Romulans directly, but the weekly/monthly goal will be a motiviation for everyone to "assist" the respective faction in achieving its goals.

Make some other suggestions then. I though it was another way to get people to play KDF or Romulans - being able to play a Human might be more important than some thing. Also, Science Vessels on the KDF and RR.
But maybe something like that isn't even needed. The final rewards of the Delta Recruitment system were devices...
I still think that races should not be faction-bound, but each individual character should be able to choose from one of the three factions. I would generally suggest that faction choice should be tied to fleet membership (if the head of the fleet is a Romulan, the new fleet recruit would be surrendering citizenship in UFP or KE and becoming a citizen of the NRR). This would facilitate the eventual, necessary elevation of the RRF to an actual faction, instead of what it is now.
