It's been quite awhile since the colony was started. Why not revamp the place a bit in an update, add a bit more to the city, bit more development in the different areas, have some sense that the Romulans are making progress building their new home.

Those dialogue options stink...like anyone would take them seriously. I like to imagine Berat saying something more relevant--as in, his own world's journey back from the brink of destruction, both practical things, and actual evidence that the Federation will make good on its word to New Romulus as it has to Cardassia--which is coming back.

Simply have the same thing occur from New Rom orbit. Add one extra beam in destination, just like it does now, once you've reached lvl 50 and unlocked the Rom Rep, and/or joined a Fleet, one which is only unlocked once you complete the final mission in the Romulan Reputation i.e.

They've even already done some of the concept art and designs for the city, and there are many, MANY assets in game they could use. Would it be a big task? Well, yes it would. Might even take them a few weeks to do it

Not necessarily. Right now the same door leads to the Embassy, the Command, so they could just add an option to enter the city, just like in orbit now we have three options.
That is an assumption, and an unwarranted one at that. I can make an assumption as well, and one which has some basis: if the Romulan faction were more developed, it would attract more players, some of whom would then be likely to spend on Romulan goodies from the C-store.
The challenge here is getting the Devs to not only admit that their unwillingness to work on such things (even when they can be monetized) is Circular Reasoning (which they have admitted), but also to admit that Circular Reasoning is fallacious, and realize that it is therefore not good reasoning upon which to base any sort of decision, including decisions about what "will" and what "will not" sell.
"If you build it, they will come." Well, maybe. But if you don't, what would anyone have to come to? I do not remember ever hearing a single Romulan player express satisfaction or pleasure with the half-faction we have. Yeah, at least we have it, but it's incomplete. Make it complete, and see if more players come around. And while they're at it, stop neglecting the KDF. The very idea of faction is made moot by these sorts of illogical shenanigans, because if the factions are uneven, the average player is going to go for the deck that's already stacked in their favor.
Getting back to what will and won't sell ... If there's nothing to buy, then obviously nobody is going to buy it, because "it" doesn't exist. The Circular Reasoning becomes self-fulfilling prophecy, because the unwarranted assumption that it won't sell, from which the decision to not make it comes, means that it's not there to sell, so then it hasn't sold (not because people wouldn't buy it, but because they CANNOT by an "it" which is non-existent), so then they decide not to make it, so it's not there to be bought, so nobody buys it, because it doesn't exist, so they decide not to make it ... See where this kind of nonsense leads?
"Oh," someone will say, "but we made it once, and it didn't sell as well as we wanted it to." To which the reply has been given time and time again: "What you made was lame when compared to the same thing you made for the darling Feds, or was Gorn, Nausicaan, or something else other than Klingon, and so had less appeal than would a Klingon ship of this type done right." One, two, or even three failed attempts which were halfhearted to begin with should not be used as an excuse to not try again with more effort.

We're churning out T6 Command Warbirds, T6 Battle Cruisers, T6 Intel Warbirds, and T6 Pilot Warbirds. The sheer volume of a single Command Warbird alone would shame most cities on Earth in 2015. And this isn't 2015. It's 2410, with all sorts of newfangled technology, replicators, and all sorts of groovy 25th century stuff. Pretty sure a Capitol City could easily be finished in that time period.

Explain them replacing the Iconia System with the Herald Sphere after you complete "Uneasy Allies".
Seems to me like pretty clear evidence that the devs now have the tech to change the way individual players perceive the universe based on completion of missions.
But seriously, it needs some updating.The Republic has had some time to establish itself.
