I buy Zen exclusively using Steam Wallet and I can confirm that it works just fine. Some users (myself included) were having issues for a while where it wanted to bind everything to your account when using Steam, but that problem has been corrected.. at least for me anyway. Buying Zen through Steam is my preferred method, very fast and easy and you can still buy in $5 quantity.
I have heard from several of my friends that PayPal and Steam do not get a long. Your best bet if you wish to buy Zen using PayPal is to bypass the Steam Wallet and go to the Arc Billing site by clicking here. From there, you can just buy Zen directly using your PayPal account. That's going to be your quickest and safest method.
I do use Steam Wallet, but I have my Visa saved on my Steam Account. I have never tried Steam Wallet with PayPal, but I have heard similar horror stories.

I put the cash on, then buy..
much better than a debit card.
