We know from the game that the Iconians feared the Romulans enough to break down their empire by destroying Romulus.

We know from the game that the Iconians were manipulating 8472 into infiltrating/attacking Local Space powers. (Feds/Klingons/Gorn etc)

We can presume that the Tal Shiar/House of Torg alliance was ordered by Hakeev, a known Iconian collaborator.


But what was the Iconians' original plan for removing the Federation from the field?

Using the Undine seems to have been the main Iconian effort against the Federation. It was pretty good, too, when you think about it; the Undine managed to spark an otherwise unlikely war between the Federation and Klingon Empire, and it resulted in the near destruction of ESD. If anything, it seems to me the problem was the Borg playing spanner in the works. The Borg conflict with the Undine spilled over into Federation-held space, and led to the discovery of the Iconians' false flag operations against the Undine. Without that, the Alliance would probably be too bogged down with the Undine to properly resist the Iconians.
