Clarification on Temporal Insight Account unlock...

So, I've been taking my time over the Easter long weekend (doing the whole family thing etc) while leveling and have only just unlocked the first tier of Temporal Insight, but noticed it's not account wide...

I'm guessing I have to complete the Breen episodes, thus earning Improved Temporal Insight, before it's available account-wide, is that correct?
The entitlement is strong in these forums...

    You have to visit the Temporal NPC and the store to grab it. It's free from that guy once you've unlocked it.

    Yeah but here's one for us...what do you do when you go to the agent, claim it, and it STILL doesn't appear on your character?

    It's not showing up for any of my toons who've claimed it, either...

    Change Zones...

    ...like for that guy I took the image before, I didn't actually purchase it. So I logged him back in...

    [System] [NumericReceived] You received 1 Starship Trait: Temporal Insight

    ...and checked his traits. Not there.

    I beamed up to my ship, changing zone from Ground to Normal/Orbital Space.

    Tada, there it is.

    Ship traits (for me anyway) don't show up until one map change after I unlock them. So, beam out into space and you should see it.

    pretty sure it even said in the tool tip when I claimed the trait that I might have to change maps in order to see it

    Pretty common occurrence, even regarding lockbox and, R&D traits being obtained/unlocked for the first time.
