Small fleet - new or old?

I would like to procede through several options:
- joining a small fleet
- taking over an existing, but maybe derelict fleet
- creating a new fleet - this would need 1 or 2 people to join me for creation
Each version would be ok for me. I won't rise a fleet quickly, but I have time to do it.
Please, give me your advice or offers!
