Does this mean the game's corrupted?
You can delete the texture3 file and do a force verify when you start the launcher and it will redownload the file again. That should fix it. If you installed STO using the Arc launcher, the you'll have to find the folder Perfect World Entertainment\Star Trek Online_en\Star Trek Online\Live\Piggs
If you did not install through the Arc Launcher, then you'll have to find the STO folder and follow the folder path until you get to the Piggs folder.
Once in the folder, there is a file called Texture3.hogg. Delete it, start the STO Launcher and, then open the Settings for the Launcher and select the force verify option. It will take a few minutes, but it should redownload the missing file.
