Sooo...when are we gonna get the chance to make our boffs captains so they can use all those ships we have in drydock? Its a shame to have so many officers and ships but only using a few. I mean what's a fleet admiral without a fleet?

This pretty much.... I know at one point Cryptic was talking about giving us "fleets" to run as a wish list thing... but I don't think anything came from it. Basically it was in agreement with us being Admirals and at least being able to run a task force.
If I'm going to guess it came down to a balance issue. Basically any ability that we have that gives as a task force (photonic fleet, the "oh TRIBBLE I'm dying" fleet) are on a very long cool down...
That and trying to personalize those with ships we may have in dry dock probably is a programing hell... especially for Cryptic whose idea for making the game harder was to simply give things more HPs and put things on unreasonable timers because updating the AI was concidered "too hard".
Its a shame too. It would've been pretty nice to command a task force in space or command a large ground force of all my boffs to attack or defend an outpost or starbase. Oh well...
You can already do this in an artificial way. Save a boff at the taylor. Roll a new character, same faction and species as the saved boff. Load the boff on the new character.
I would love to have a system where we do not play a character, but a crew and where I can swap what the active character is. I would also like to see that I create a new character and add it to the existing crew. There it can level up, gaining xp and reputation points alongside your captain.
At some point, when the new recruit has enough levels, it can be put in command of the ship or an away team. Doing so gives a boost to its xp gain. A system like this would be true alt friendly and fun to play.

Right now I think the best you can do is get yourself a Science Captain in a Carrier style ship loaded out with frigate/bop class ships... and the trait that fixes your photonic fleet to go quicker you can get a decent "idea" of a task force...
