Ive read and redread the blog several times and keep coming to the same conclusion that as time goes on after the delta recruit event that our existing toons will become more and more useless.
My reasoning is due to the recent way cryptic has been doing things as in trying to make pre DR existing content and ships more and more obsolete by giving post DR creations more and more perks .
This will be the same for delta recruits as time wanes on the benefiets for having a delta recruit will outweigh not having one and trying to labor on with your pre delta recruit toon.
It is clear this is where this is headed and there will probably be a T5U style upgrade for your existing toons good but not really great.
Will i make a delta recruit? if i intend to keep playing i will have to imho

That's gear not characters. The gear treadmill is a staple of most RPGs and MMOs. There are always new shinies up ahead for your character to work towards.
I can't think of anything they've done before now that makes existing characters less useful. Can you think of examples that affect characters instead of gear?
I agree with the OP. Cryptic tried to use spec grind to entice people to spend more time in-game (improve metrics), now they are trying to get us to grind new toons. Next species will probably be even more ridiculously OP than Romulan Superior Operative. Net effect is that older toons become increasingly obsolete.
Cryptic is going to try everything possible short of improving the actual gameplay

Sorry, but what you think of the event really only affects you personally. You might think the event is horrible, and that's fine. It's also fine if people want to participate in the event. In case you missed the information in the blog, a lot of the rewards (not just the trait) will be account-wide items. What those items are is still a mystery.
To be honest,I will make a Delta Recruit character so that I can enjoy the event and see what comes of it. Telling me that my main characters will become "obsolete," well, that right there is immaterial, at least to me it's immaterial.
Try to remember that what you think of the event has no bearing on what another player may think of the event, especially one who's willing to give the event a try before writing it off as a bad idea.

What new species? Playable Iconians won't be announced until at least July or August
