Or course not, dont be silly. But Piller was pretty much an exclusive producer for TNG, DS9 and VOY so it seems odd to leave him out on the secondary list of the Trek family who have since passed.
STO is not the place for every single person who worked on Star Trek that is no longer with us. If we keep on adding people that we think belongs on a memorial, then we would eventually have to include Bob the Janitor that worked during half a season of The Next Generation. Besides such a memorial would be far too massive to be of any use in STO.
After all, Memory Alpha has a great resource that lists the deaths of everyone that worked on Star Trek in chronological order and it will be around for far longer than STO will ever be.

There is also the fact that sadly its probably going to have to be updated over the years.
