Personally, I like Tovan. He's my Romulan character's best friend.
Besides, he still has Romulan Operative. It may not be the Superior version, but the difference isn't that much (it's the same as the trait you can use on your character).
However, I think there's a post about not kicking him out of the airlock from the devs. Not starting posts about a bad game mechanic by the name of Tovan, etc. Oh, well. We can only hope to get rid of him.

I don't really use Tovan anymore, but I don't regret him being in my officer roster. So, no, I don't think he should die. That matter has also been plainly answered so it's not worth debating to me (meaning I won't, feel free to have fun with that if so inclined).
What I do think would be fair is that a Boff slot taken in a mandatory fashion ought to see compensation. As in, Republic captains should start with one more maximum bridge officer slot. That would be fair.

Here is the thing, You can do those missions without him on an away team, in a station or even a dept head, I HAVE!
All that happens is that you get a little pop up when he talks, whether he us there or not, there is no need to have him.
The only time he is "required" is the mission where you deal with the conference and are FORCED to take him and talk to him, "what do you think Tovan" ahhh too late I esc out of that before having to listen to you.
So more or less we are stuck with him because they might have to code 1 mission,
I've answered this many times. When we made LoR, we had an underlying assumption throughout all the missions that Tovan would be one of your boffs. You would not be able to dismiss him, no matter what - and consequently, all of the content was written and structured with that in mind. We will never be able to allow you to dismiss Tovan, since changing an assumption that fundamental to the construction of many parts of our game is an extremely risky change to make.
K'Gan and Elisa were the 2nd rev of the same concept. We saw that, while many players loved Tovan, many others also wanted to be able to marginalize him - and we allowed that with the K'Gan and Elisa.
I think every time I've answered this question, it's been phrased as "PLEASE DEVS FINALLY GIVE US AN ANSWER". It's been answered, it's just not the answer you wanted.
Operational limitations is not the same as "lazy and bad design". They took a decision. They have to if they want to get stuff done. I can relate with you for not liking it. I cannot relate with you for degrading the Devs for it when they've already given an honest answer to that.

Me too. I spent a long time custom-designing mine, filling his backstory out in my head, and by the time I got to that conference mission, man, I was honestly proud to see the results of my design work in motion.

I can completely understand why some players would like to airlock Tovan Khev over the monument to the Romulus. I have made the two I have, (one on each Rom toon) a effective member of the crew..although he runs into battle in hot pink clothing. My toons do not discriminate.
He's never actually bothered me as much as he seems to bother some people. Even if you completely hate his guts, he still eventually shuts up after all the Romulan specific missions are over and you can set up other boffs in your landing party and bridge slot lineups thus never having to look at him again.
How is it wasted you can teach him whatever you want o.O
For anyone who wants to max out the benefits of being Romulan, any crewman who doesn't have 2 space traits, one of them Superior, is taking up space that could be used for someone else.
That said, I'd like to see a fancomic where Tovan takes on his 7 Nemeses to win the approval of his captain and keep his position as first officer. Tovan Khev Vs The Galaxy.
The only reason I can see to ditch him, is because you can replace him for a better space boff. For min/max'rs he takes up a boff slot. Another group is roleplayers that want to play an Imperial Romulan. Those will not replay the starting missions. You can change Tovan Khev and make him look like how you want.
The min/max'rs don't have case any more. You no longer retrain your boffs, but can train your boffs in more skills. Using another boff skill doesn't need you to change the boff anymore. Hence boff slots are less precious.
No need to argue any longer about this issue, but there hasn't really been any issue. This is a Roleplaying Game. It is about story, about fantasy, not about numbers. Are you only interested in numbers? Fine, but don't complain that game doesn't fit your game play.

It travels through space with a crew that goes boldly where no man has gone before. What is that number? That is the DPS. DPS? The damage it does, damage per second. Man, that is great, we can make an awesome tv show with this. Who is that guy with those funny eyebrows and the pointy ears. That is Spock, he is Vulcan, he is the science officer. Eh, wait, is he good for DPS? Mhh ... . Do we need him?
