No, and unfortunately, they still haven't made Quad Cannons available in Lockboxes yet either (would have loved some Vaadwaur Quad Cannons, or Elachi Crescent Quad Cannons, even if they're still restricted to only 1 Quad Cannon per ship).
They really should make Quad Cannons and Quad Heavy Cannons a level 15 craft option instead of the useless Arc cannons.
And Quad Beam Banks as another level 15 R&D crafting option for Beams.

I would LOVE the option to break down a Lockbox weapon, then craft it into a quad cannon version of that weapon. Vaadwaur Polaron and Nanite Disruptor FTW.

4 blazing Heavy Cannons worth of concentrated "F- You" to the unlucky target, with the HC +10% Crit Severity.
Side effect is an even bigger weapons drain when firing, but at ship "Melee" range (3km or less) would quickly render most targets holey.
Or something. Mainly just an option to combine 2 DHCs into 1QHC if you did want to slot that torpedo. Or squeeze in one extra DHC for an artificial 5 DHC volley (on 4 Fore weapon ships) or an artifical 6 DHC volley (on 5 Fore weapon ships).
Since the Quad Cannons basically give the DHC punch via a [Dmg] mod, if they're made craftable and in alternative Mod sets (such as the much loved [CrtD]x2 or better), they'll need something else to distinguish them. Maybe give standard cannons, dual cannons, and quad cannons an innate +10 to 20% or so to Accuracy, while Heavy Cannons, Dual HCs, and Quad HCs just retain the +10% Crit Severity.

I believe there's a thread here, in it someone explains that the Quad Cannon is more like a Dual Cannon than a Heavy and are a little faux pas as part of an all cannon build because of a power drain issue that gimps it...IIRC.

There is a defining feature...DC's are inferior and DHC's are superior.
Flat out plain and simple that...not only do DC's have a larger power drain DHC's have the same proc rate and the Crit damage bonus.
DHC's should have a lower proc rate and lose the crit damage bonus...may make DC's somewhat useful and maybe easy up a tiny slight bit on SS3 Cannon boats.
