I was in kerrat today 3-6-2015
I was killed in a fully armored full defense T5U bortasqu sci level 60 all fleet gear 2 piece borg and fleet shield all MkXIII purp/ultra or better gear and weapons. Also i was on full defense and hit Reverse Shield Polarity 3 as well ? no time to hit rest of defensive skills.

This all happened in the span of 1.8 seconds ? or less ?

    Guess what, Rock'n Roll is a hard counter for that....

    So, PvP is completly broken thanks to intel stuff.

    It's not like are people screaming that from the rooftops for 'bout 5 months now.....:rolleyes:

    The sad thing is, as much as it definitely is way overpowered for pvp it really is needed to deal with the braindead damage sponges with their bazillion hp we have in PvE now. It's not the sickness just another symptom of how crappy the overall balance of the game is and how much cryptic gives a sh......

    Just another example of OP stuff: escorts with 5 tac slots, 5 fores and a 1.2 shield mod !

    it doesnt matter. he usses SS3, you use FBP, he has to roll, and stop dealing dmg ...


    so ... adapt and L2p and stop crying for nerfs.


    in this game everything is subject to counters.


    use them or die.

    how about target weapons? or aceton beam or whatever. im not pvping at all and i have already mentioned 3 counters for that one skill.

    PvP in this game is dead thanks to silly skills like SS3... when I realized I could decloak in a T6 Warbird and hit 100k shots with DHC running SS3, I stopped Pvping. Its a joke. Because the mechanics of this game are.

    Sprinkle it with some of the more broken stuff in the game like the Corrosive plasma / Bounty 3 piece set... its beyond getting fixed... and the balance has been destroying the quality as well.

    Your right we have been warning the devs for 3 years that there stupidity is going to bite them. Then we said eh there not listening and have been warning other players for almost as long that, not demanding they fix the basics before slathering on the icing was going to suck down the line.

    Well your right almost all of us are out at this point... and you have Star Trek Online - Delta Rising. Enjoy. :)

    K, let's play a quick round of forum PvP here...

    Traget weapons, huh? that thing's cleared with ET faster than you can look. AB? Who desen't' have HE to get rid of dots and debuffs like that. And to counter your the third skill you listed "whatever" I use ramalamadingdong.

    Then we're back where FBP's damage is countered via Rock'n Roll and SS III is wrecking the the bortas.

    And if you've read my entire post you would've seen that I clearly stated that current PvE needs stuff like that to deal with the TRIBBLE cryptic served us and that I was not calling for another frigging nerf but for a change of game's overall balance which is pretty nonexistent by now.

    Cryptic can change the way this skill behaves against players without changing how it behaves against NPCs.

    They've done it before with other skills

    They're just choosing not to, this time, because without SS3 there's no reason to buy an Intel ship.

    This is assuming majority bought it for SS3. For majority PvErs, they either bought it for collection or for the mastery trait or the bling or for just having it.

    You can say the PvPers bought intel ships for SS3. But PvPers are a very small minority even if you compare it to a DPS channel community, Pvp is even smaller if you compare it to the official total number of accounts in STO even if you slashed it down to 250k accounts.

    Now if you are going to ask me will they change it simply because some whinny and noisy PvPer minority says so, I doubt they will.

    Clearly does more damage than intended regardless of PvP or PVE, that's irrelevent. It does far more than the tooltip suggests...its undefendable...nerf it hard, nerf it soon.

    My suggestion to balance it would be to remove the +acc component completely. Base damage is maintained for PVE and it will miss in PvP.
    Well I'm glad a lot have come to the conclusion removing the +acc is reasonable.

    Hopefully well see it fixed on tribble soon.

    Guess that old thread (last post 4 days ago makes it ancient, /facepalm) got buried because of all the Crystal Light Torp and Jenny Craig Strike Ship discussion...

    But yeah, basically...+40% Accuracy isn't giving as much to a PvE player as being able to trade [Acc]x4 for [CrtD]x4 does for a PvP player; trading +40% Accuracy for +80% Critical Severity. The PvE player is likely already running the [CrtD]x4 (or working toward that).

    Let's say we've got a player with ~25% Bonus Accuracy from skills/passives, eh?

    vs -15% Bonus Defense; 128.57% To-Hit
    vs 0% Bonus Defense; 120.00% To-Hit
    vs 45% Bonus Defense; 83.33% To-Hit

    Add in that +40% Accuracy from Surgical Strikes 3 for ~65% Bonus Accuracy...

    vs -15% Bonus Defense; 144.44% To-Hit
    vs 0% Bonus Defense; 139.39% To-Hit
    vs 45% Bonus Defense; 116.67% To-Hit

    So we're looking at some Accuracy Overflow situations there, right? Keeping in mind that Accuracy Overflow doesn't apply to attacks with an auto-hit component, not necessarily that the attack itself is 100% to-hit - but that there is an auto-hit component to the attack (FAW is not 100% to-hit, but there is a 100% chance that a second target will be selected if a second target is available...sort of thing).

    @25% for relevant attacks, that provides...
    vs -15%; +3.57% CrtH, +14.28% CrtD
    vs 0%; +2.5% CrtH, +10% CrtD
    vs 45%; not applicable

    @65% for relevant attacks, that provides...
    vs -15%; +5.55% CrtH, +22.22% CrtD
    vs 0%; +4.92% CrtH, +19.69% CrtD
    vs 45%; +2.08% CrtH, +8.33% CrtD

    So going from @25% to @65% for this fictional player against these fictional targets provides an increase in Accuracy Overflow only for relevant attacks of...
    vs -15%; +1.98% CrtH, +7.94% CrtD
    vs 0%; +2.42% CrtH, +9.69% CrtD
    vs 45%; +2.08% CrtH, +8.33% CrtD

    Yes, there are diminishing returns as Bonus Accuracy outpaces Bonus Defense (or Bonus Defense outpaces Bonus Accuracy).

    Say we had somebody with 75% Bonus Accuracy to start, eh?
    vs -15%; 147.36% To-Hit; +5.92% CrtH, +23.68% CrtD
    vs 0%; 142.85% To-Hit; +5.35% CrtH, +21.42% CrtD
    vs 45%; 123.07% To-Hit; +2.88% CrtH, +11.53% CrtD

    We took them to 115% Bonus Accuracy with Surgical 3, yeah?

    vs 45%; 141.17% To-Hit; +5.14% CrtH, +20.58% CrtD

    They gained...
    vs -15%; +1.14% CrtH, +4.58% CrtD
    vs 0%; +1.33% CrtH, +5.32% CrtD
    vs 45%; +2.26% CrtH, +9.05% CrtD

    Tada...oh well, yeah, eh?

    But let's move over to the PvP guy or gal that's seeing that +40% Accuracy and looking at their weapons. They're trading +40% Bonus Accuracy for +80% Critical Severity...+80% CrtD.

    Bit of a difference there with +80% vs. what, up to +10%, yeah?

    Thing is, that +10% is still there. Surgical doesn't have that auto-hit component. So if the +Accuracy were removed, those folks would still lose out. And well, the name wouldn't make as much sense, eh? Surgical...Precision...Accurate, right?

    So what if the ability had reduced +Accuracy/Critical Hit Chance vs Players? Cryptic has introduced a few things that have different values against NPCs and against Players, eh? Well, the folks that are using it would still be upset about that...

    ...and meh, PvP and PvE have grown too far apart, imho, in this game. The more like PvP that PvE is, the easier that PvP and PvE are to balance. The more PvE is made out to be a monster farm...the far more difficult it becomes to balance PvP and PvE, imho.

    Either PvE or PvP would need a complete overhaul to get anywhere at this point with how far apart they are...imho...or pretty much PvP's just going to die off, which it's been doing. Wait a little bit longer and it will just wither away...kind of feels like that's been the plan in the past couple of years, eh?

    I'd rather PvE get the revamp...but I don't have the millions upon millions to dump into the game for that to happen and to cover the losses if it ended up going completely belly up from the changes.

    So instead, I'll just put Spotify or Netflix on and go broadside with DHCs cause the aft turrets are more than enough for the PvE in the game.

    What irks me...

    Pvpers are pvers also! You don't just log in and PvP lol, you have to pve.

    Pvers choose to not play the PvP content.

    Tires with the playerbase that only play half the game deem themselves to have a stronger opinion or more righteous opinion over people trying to play the game in its entirety.

    Ss3 is not working as intended.

    You honestly don't get it, do you? I have always been a PvE player mainly but I was always queuing up for a PvP arena match or diving into Ker'rat. I very rarely PvP these days and that's down to the unfinished, untested and outright bugged systems that were introduced with DR by a development team that was very very obviously working to a deadline.

    If you think it's right that I, in a T6 Scryer Science Ship, should be able to one-shot-kill any other model of ship in the game then that's fine. Should a science ship REALLY be able to kill a cruiser with a single burst of fire, just because I hit "Surgical Strikes 3" before firing and for absolutely no other reason?

    Personally, I think that SS3 has turned PvP from a battle of wits to a "Headshots only, who can fire first?" boredom-fest.

    And as I said in the post you quoted, they could change the way SS3 works against players without changing the way it works with NPCs. They've done it with other systems and they could do it with this one.

    I was killed in a fully armored full defense T5U bortasqu sci level 60 all fleet gear 2 piece borg and fleet shield all MkXIII purp/ultra or better gear and weapons. Also i was on full defense and hit Reverse Shield Polarity 3 as well ? no time to hit rest of defensive skills.

    This all happened in the span of 1.8 seconds ? or less ?
    Nuff Said.

    Anyway, if I were you, I would use Samsar with its own set before complaining but I am not a healer so…
    However, I have been recently testing SS3 with my Rommie PvE hero in Kerrat and a couple of arenas.
    First impression : very OP but at least not horribad like the old neutronic and I have been using the second one at its full power so I can tell the difference.
    When I decloaked and fired on my friend's Wells , we both died lol ( fbp 1 )
    My feeling is : very OP and deadly but maybe not totally uncounterable .

    looks like SS is working, very well? It does not need to be fixed, its doing what it is supposed to do very effectively? I suppose they could buff the crit rating, he had a couple of shots that did not crit.

    criptic should apply a different rules-set for pc vs npc targets but i think its more than they are capable of and/or having fun making a fool out of star trek as a trademark and its own p(l)ayers

    PvP is as valid a general forums topic as STFs or Crystal stuffs... I mean there is a PvE and event section is there not. Why post that junk here.

    The choice for Cryptic is easy:

    Keep it 10 meters under and cater to the paying casuals who use SS3 as a crutch in PvEs (the ones that still think it's great to have 7-8 Turrets in their favorite colors).

    As well as the low DPS crowds using it to boost their DPS in short bursts.

    Additionally, SS3 is the crowning reason to sell Intel Specialized ships (of which there's still only 5; with 3 in the majority faction).

    This has little to do with surgical strikes, and more to do with the game simply not being balanced around PvP in the slightest. Our damage output in general (even if just using FAW) is insanely high compared to our health and the like.

    Tbh, I'd just stop worrying about it. They'll never balance the game around PvP, as the game pretty much lacks balance in almost every imaginable way. They all but gave up on balance a very long time ago, and have simply set power creep to ludicrous speed instead.

    how about target weapons? or aceton beam or whatever. im not pvping at all and i have already mentioned 3 counters for that one skill.

    Target weapons as a counter to SS3? LMAO. Yes, we all noticed you don't PVP.

    Let's see, a 20% chance to take weapons offline. 1 second activation, then it goes out on your next beam cycle, so 1-5 seconds later. That's not really useful if you're dead in 1.8 seconds.

    Also too, the counter for Target Weapons is a battery that goes into effect in 1 second and works 100% of the time. Yeah, I'm sure everyone in an intel ship is quivering in their boots!

    As for FBP, which is a better counter, you can't really expect every ship that is not a faeht or a phantom to have a copy of FBP3 with 300+ points in particle generators. Really.
