Tribble Handler/IDIC Tribble

Anyone know where I can find the Tribble Handler for the IDIC Tribble on ESD since it got remade?
I can find the Tribble Handler and reclaim a Tribble from him on my KDF toon on Qo'nos, but I cannot find his counterpart on ESD.

    That...is one hell of a good point. I can't remember seeing that guy on ESD. For some reason though, somewhere just around the corner from the exchange comes to mind.
