like i said in another i been away for awhile. while figure out most of the training there one thing that i havent. How do i train a bridge officer in command or intel?

to train a boff in command/intel you need the boff to be commander rank and a qualification manual

if you have 10 points in command/intel you can make the manual yourself in the officer training tab of the crafting menu, otherwise you can buy one in the exchange
