I was marked AFK for baby sitting the disabled klingon ship in "The Cure Found" pve queue. 2 hour wait time. Do GMs inspect what happened or do friends whisper you someone is afk and you block them? 2 hour ban is bs.
if you were baby sitting the kang then you should have been fighting at some point...if you weren't then you weren't doing anything at all. if nothing reaches the kang then there's no point in sitting on it.

Yea i know. im not an idiot or lazy. I did have to fight and even dropped some heals to a Tank ship in there, but still got banned. Now Argala has a 30 minute CD so I cant do that until the ban is lifted. PWE wants to stop people playing the game, fine with me. plenty of others out there.

Apparently you didn't have to fight enough. Unfortunately, there is no official information as to what the system looks for to judge people. Just have to do more and hope its enough.
Habitual AFKers have long since found out where the line goes by trial and error, of course. It was inevitable. At least the increased difficulty and fail conditions have driven them toward the Normal queues where they're less likely to ruin the whole team's game.

There are no GMS in STO. It's an automated system which is neither supervised nor "looked into" in any way, shape or form.

So.. I've little idea what "normal" groups are like, as any group with me in it is practically an instant win in Cure (cubes pop so quickly the run is over in a couple minutes flat, no matter what the rest of the team is doing). When I'm running it with a good team, the Kang isn't watched at all.. there's no point, as nothing could ever hope to get close to it. With a bad team, I still blow all three cubes before the first wave of ships gets near the Kang. Again, anyone sitting on him ends up doing nothing at all.
What likely happened is what you were doing didn't need to be done. You did effectively no damage at all to be marked AFK. As for healing.. There's not really a tank to heal in that map.. or ever for the most part. In any decent teams, the only time health really drops is if you're intentionally allowing it to drop to gain GDF.
If you get one shotted then you don't need healing now do you. There ain't much use in healing you at full health and neither is there a reason to when you are at zero....
against the borg, you gotta kill them before they shoot. pretty much, lol... or have extremely good armour

Well, you were afk apparently. Not doing anything for the team, just sitting their without doing anything to ensure mission accomplishment.
And remember that when the Mirror Event comes out, if you spend the entire time in the first part not shooting, but activating the satellites, and then fight at the end, you can still get the AFK penalty.
I ran it the last time, and had 4 other high DPS players in there with me. We agreed that I would activate the sats, while they kept everything off me to do so. And one of them would hit the rifts.
I did the most DPS in the second part, but still got the AFK hit because during the first part, I didn't shoot anything. lol.
The game is about DPS. If you can't do enough DPS, then you are considered AFK. So, forget the Khang, and just shoot stuff. That is all the game is about now.

This is not possible. If you did the most damage...aka at least 20% of the HP of the flagship you did at least 1% and as such should not have gotten the AFK penalty. I think you are overestimating your contribution on the second part as far as DPS goes...but yes for that event, I would have thought that closing rifts and activating sats should count for not being AFK. Maybe they will finally do that this year...but I wouldn't hold my breath.
I have done what this person stated but, I have not ever received an afk penalty for it!

yeah, the afk ban hammer AI needs a little tweaking. If you're casting heals or doing interactions, then it should mark you as present

That depends on what their AI would define as interactions, because with this suggestion, an afk player could effectively just sit at the start throwing every manner of buff/heals on itself and, completely negate the afk penalty or, a fly off in no mans land and do the exact same thing!
So, no I wouldn't advise the dps perspective be taken out and, 1% shouldn't be an issue for people to accomplish, unless they are 99.9% the root of the issue with 0.1% being someone/something else being the root contributor of the issue.

doesn't the heal counter count total amount heal rather than heal cast?

I disagree. If you're ONLY casting heals? See above. That's useless and anybody can heal themselves nowadays. There's no excuse for doing less than 1% of the total match's damage. NO excuse.

sometimes people are just keeping the heavy dspers alive to do the damage.

Yes and, no.
In a tiny few does it account for this greatly, while Borg STF's seem more apt to account for dps vs healing so, cannot rely on healing hand outs to get you by alone.

When I said that I did the most DPS in the second part, I only meant during that part alone, not combined. I was the only one attacking anything during it, till the boss was the only one left. This was to try to keep me from getting the AFK hit.
Not sure if it was fixed this year, but all the times we did this, it gave the person doing nothing but the Sats an AFK penalty. However, when we tested it like the exploiters play, where one person sits out of range of the enemies, and does nothing till the second part, and then just DPS the boss, it was fine.
The AFK system is bugged. Even the system they put into the DVBZ is bugged. Sometimes you can be there doing a capture point solo till the last few mins, and a group come in and you get 9 Dil, but they get the full amount.
Instead of setting up an AFK system that the players have control of, they made an automated one. Loot at what happened when they falsely accused players of being exploiters that were grinding Japori. They made an automated system that would penalize those players. In the end, they admitted that they screwed it up, and ones that were not grinding there were hit with it.
The way the AFK penalty should have been done is by using out ignore list. If we have someone on our ignore list, then they don't end up in a queue with us. The first one that queues for it will get in, and the other will have to wait.
Besides, if you report someone that is exploiting the game and players by going AFK, you then get an email telling you to put them on your ignore list. What for? It does nothing, unless that person was being rude to you in chat.
They have systems in the game that can be a better AFK system than a broken system that can't properly identify if someone is actually AFK or not. But what they have now is a broken system that will keep putting those that are actually AFK till that last min in queues with those that are actually playing, and the ones that might be helping, but not doing high DPS are punished for not having high DPS.
There are a lot of things that have obviously not been tested in a proper way before being implemented without any care as to whether or not it works correctly. And even after complaints of it not working right, some have been ignored, and left like they are.
Till the ones in charge start caring about the game itself, they will remain broken.

If it works the same way as Dyson, you are judged from your DPS but I don't know the minimum not to be labelled AFK.
It's 1% of the damage your whole team did.

Understandable and, is why there is virtually not much need in the way of actual job roles, like many other games may have.
In this game, a player can be all of them wrapped into 1 so to speak.
Unfortunately, the game mostly rewards dps minded........well everything.

If ships are reaching the Kang, then it's game over.
If you have enough DPS to handle ships reaching the Kang, you should be out there stopping them from even getting within range.
