Have you tried disabling on demand patching the the launcher options? Will cause a large patch download immediately, but I had the problem one one of my computers and this fixed it.
Also, I've never tried this but have heard it suggested. Disable your virus scanning when launching STO.

Yes one of the first things I did.. And well.. It still cant initialize on demand patching.. same error.. even after a 4k mb download..Proxies didn't work, safe mode didn't work...None of those options work..
The absolute only thing that changed in roughly 7 hours from when I played last was their stupid patch. I can download and patch everything, reinstalled the whole game, and repatched. the game simply will not load anymore beyond the cryptic splash screen.

I'm having the same issue... can't log into the game at all. Launcher runs gets past the Cryptic splash screen the loads Delta Rising then it stops.
Same here - it got 46% into a patch then stopped, now every time I go in it asks for my password and then just sits on 'Patching'. Sounds like an issue at the server end.
Okay,I noticed this when I opened my task manager.In the Processes tab there will be several Arcbrowsers.exe showing,and a couple of ArcOverlay.exe.for some reason Arc is overworking itself and this is causing server interruptions.End process on all Arcbrowser.exe and at least one ArcOverlay.exe.this will help some.I don't know if this will help those unable to login,but it might just help you to get playing.

Since the Arc patch on May 21st, Arc itself is not loading right, takes forever, and same issue with multiple Arc items in task manager. Went back to by-passing Arc altogether and going into the game folder and just starting STO directly.

Not sure if I'm having the same problem, I log in and the engage button is staying grey and displayes 'patch' but nothing seems to be downloading.
Version ST.47.20150215a.8 is displayed on the lower left, is it downloading some kind of huge patch without telling me? I downloaded one last week
