I thought they'd be gone after the patch today along with the end of the Anniversary Event, but lo and behold I logged into Wolf 359 and there were blue ones still floating around.
I saw the projects are now available indefinitely - which makes sense. You can let people use what they collected and you can have the projects on hand for the next event.
But, I can't believe they'd leave the option to have some pretty nice upgrades, relatively cheap, just sitting around all the time.
On the other hand it gives non-noobs a reason to visit places like Wolf 359, Andoria, Vulcan, etc.

Speaking of which - I grow tired of individuals doing a 'quick scan' of the particles. This action in itself makes little sense as more particles may be had if the mini-game is properly played; but, furthermore, it is infuriating when the mini-game cuts out early because people are tired of grinding a.k.a. they literally refuse to spare 50 seconds.

Yeah, I will not be partaking in the Bonus XP weekend event as I will be attempting to grind as much Omega mats as I can during my limited free time.
I wish I could do so now, but STO is stuck on the loading screen right now which sometimes happens after maintenance. Hopefully it will not take more than 30 minutes (longest time ever) to get to the character selection screen.
... and no, ending the program and running the Launcher again does not help as I tried that many times before in the past. All that accomplished was that I had to waste even more time waiting for the game to actually start.
